Castroverde appoints Mª del Carmen Díaz Fernández as a career civil servant

The City Council of Castroverde has resolved the appointment as a career civil servant of Mª del Carmen Díaz Fernández, who will occupy the position of administrative assistant, general administration scale, auxiliary sub-scale, group C, subgroup C2. The resolution of the Mayor’s Office, processed under file 128/2026, is published in the Official Gazette of the Province of Lugo number 245, dated October 26, 2026, with reference R. 2879, and grants the applicant a period of one month to take possession of the post.

The appointment is made based on the proposal of the qualifying tribunal of the selection process, issued on October 6, 2026, and under the powers that Article 21 of Law 7/1985, of April 2, regulating the bases of the local regime, confers upon the Mayor’s Office. The position was filled through the internal promotion procedure, therefore reserved for personnel who were already providing services in the administration.

The resolution is structured into three sections: the appointment itself, the notification to the applicant with the deadline for possession, and the order of publication in the provincial gazette and on the Council’s notice board. The taking of possession is governed by Article 60.e) of Law 2/2015, of April 29, on public employment in Galicia.

A process convened in the spring

The regulatory bases for the selection were approved on April 8, 2026, and published in full in the BOP of Lugo number 97, dated April 30, 2026. The extract of the call was later disseminated in the Official Gazette of Galicia number 108, dated June 11, 2026, and in the Official State Gazette number 167, dated July 10, 2026, as stated in the announcement itself.

The deadline for submitting applications closed on August 10, 2026, with no excluded candidates, according to the Mayor’s decree that approved the final list of admitted and excluded applicants.

A single applicant and a seven-member tribunal

Mayor’s decree number 417, dated September 28, 2026, approved the final list with only one admitted person: Mª Carmen Díaz Fernández, with a partially hidden DNI (xxx3597xx) and Celga accreditation. That same decree constituted the qualifying tribunal:

• President: Susana García Vilelo, public employee of the City Council of Pedrafita do Cebreiro.
• First member: Manuel Fernández Fernández, from the City Council of Castroverde.
• Second member: Ana María Méndez Enríquez, from the City Council of A Fonsagrada.
• Third member: María Jesús López López, from the City Council of A Fonsagrada.
• Secretary: Lucía López López, from the City Council of Pedrafita do Cebreiro.

The tribunal was constituted on October 6, 2026, at 10:00 AM at the Town Hall, and the exams for the opposition phase were held that same day at 11:00 AM in the plenary hall, at Praza do Concello, 2.

Deadlines and effects of the appointment

The resolution, signed by the mayor Xosé María Arias Fernández in Castroverde on October 15, 2026, establishes three specific obligations:

• Notify the appointed candidate of the agreement.
• Take office within one month from the publication of the appointment.
• Publish the appointment in the Official Provincial Gazette and on the Council’s notice board.

The appointment closes a process that began with the April call and fills an administrative assistant position in subgroup C2, one of the most common entry levels in small local administrations. Following the publication in the provincial gazette, the Castroverde Council has a new career civil servant and begins the countdown of the legal period for the designated person to effectively join the post.
