Castro del Río initially approves its Municipal Plan against Climate Change
Por FactBox Admin

The Plenary of the City Council of Castro del Río initially approved the municipal Climate Change Plan for the municipality in an ordinary session held on September 24, 2026. The agreement is published in the Official Gazette of the Province of Córdoba, number 191, dated October 2, 2026, within the Local Administration section on page 14193. The file is subject to public consultation for a period of thirty business days.
The decision corresponds to the municipal Plenary, which acts as the competent body for the initial approval of the environmental planning instrument. The announcement is supported by Article 49 and Article 70.2 of Law 7/1985, of April 2, regulating the Bases of Local Government, as well as Article 56 of RDL 781/1986, of April 18, which approves the revised text of the legal provisions in force regarding Local Government.
The calculation of the period begins the day following the insertion of the announcement in the Official Gazette of the Province of Córdoba, such that the window for citizen participation opens with the official publication and not with the date of the plenary session. The document bears the official reference BOP-A-2026-3265 and is signed by the Mayor-President, Julio José Criado Gámiz, dated September 25, 2026.
Consultation of the file and submission of allegations
During the public information period, any interested person may examine the file at the municipal offices and formulate the allegations, claims, and suggestions they deem appropriate. The announcement does not restrict consultation to residents or holders of direct interests, but opens it to any interested party.
The file will also be available to interested parties on the City Council’s electronic office, at the address https://sede.eprinsa.es/castrodelrio/tablon-de-edictos. The publication on the electronic notice board accompanies the official announcement and allows remote access to the content of the plan.
There are three enabled procedures:
- Allegations regarding the content of the Municipal Climate Change Plan.
- Claims regarding the administrative file.
- Suggestions of any nature related to the document.
Final approval if there are no allegations
The initial approval agreement incorporates an automatic approval clause. If, after the public information period, no allegation, claim, and/or suggestion has been submitted, the Municipal Climate Change Plan of Castro del Río shall be understood as definitively approved, as provided for in the plenary agreement itself.
This formula, common in the approval procedures for local planning instruments, avoids a second plenary vote when there is no citizen response. Otherwise, the file must return to the Plenary for the study and resolution of the allegations submitted before final approval.
Background in the province
The processing of municipal plans against climate change has spread across the province of Córdoba in recent months. The Benamejí City Council initially approved its own plan in an ordinary session on July 30, 2026, with the same thirty-business-day public information period, according to announcement BOP-A-2026-2744, published on August 12, 2026.
In similar terms, the Puente Genil City Council agreed on the initial approval of its Municipal Plan against Climate Change in the session of July 30, 2026, sixth item on the agenda, and made the file available to the public for 30 business days, in accordance with announcement BOP-A-2026-2834, of August 19, 2026.
The closing of the public information period makes Castro del Río one of the Córdoba municipalities that provides its environmental and urban planning policy with a specific climate planning instrument. The plan will condition municipal decisions regarding the environment and land use planning once it is definitively approved.
