Castillo Forniés will lead the Health Inspection and Policy of the Government of Aragon
Por FactBox Admin

The Government of Aragon has appointed Ana Cristina Castillo Forniés as the new director general of Health Inspection and Policy of the Department of Health, replacing Ramón Boria Avellanas. The appointment is formalized through Decree 175/2026, dated October 15, published in the Official Gazette of Aragon number 202, dated October 19, 2026 (official reference BOA20261019002). The transition is completed with the dismissal of the previous holder, agreed upon in Decree 174/2026, of the same date and disseminated in the same issue of the gazette.
Both provisions appear in section II, “Authorities and Personnel,” section a) “Appointments, situations and incidents,” under the heading of the Department of Health. Both decrees were signed in Zaragoza on October 15, 2026, by the president of the Government of Aragon, Jorge Azcón Navarro, and by the counselor of Health, Ángel Sanz Barea, and are published consecutively in the regional gazette.
A transition with staggered effects
The effective dates of both decrees are not identical, a relevant detail for the continuity of the governing body:
- Decree 174/2026 provides for the dismissal of Ramón Boria Avellanas effective from the same day of its publication in the Official Gazette of Aragon, that is, October 19, 2026, and thanks the outgoing official for “the services rendered.”
- Decree 175/2026 appoints Ana Cristina Castillo Forniés effective from the day following its publication, that is, October 20, 2026.
In this way, the dismissal of the previous director general and the inauguration of the new holder are linked without interruption in the Aragonese Official Gazette.
The regulatory basis of the appointment
The appointment is adopted at the proposal of the counselor of Health and is supported by two legal bodies: articles 10.6 and 12.32 of the consolidated text of the Law of the President and the Government of Aragon, approved by Legislative Decree 1/2022, of April 6, and article 80.2 of Law 5/2021, of June 29, on the Organization and Legal Regime of the Autonomous Public Sector of Aragon. The dismissal decree, on the other hand, invokes only the precepts of the consolidated text of the Law of the President and the Government of Aragon.
A general directorate in full reorganization
The handover takes place within a context of internal reorganization of the Department of Health. Decree 140/2026, of July 29, which establishes the organic structure of the department and the Aragonese Health Service, modified the general directorates of the sector and the organization of the service’s central bodies. In development of that regulation, Order HAP/1321/2026, of August 31, published in the Official Gazette of Aragon number 178, of September 14, 2026, adapted the Job Position List of the department and the autonomous body to the new structure.
The position also has a projection outside the department. Decree 165/2026, of September 9, published in the Official Gazette of Aragon number 180, of September 16, 2026, established that the head of the General Directorate of Inspection and Health Policy shall be a member of the Steering Council of the Aragonese Public Entity of the Blood and Tissue Bank representing the department competent in health matters, as a condition attached to the performance of the office and without the need for a nominative appointment.
The same issue number 202 of the gazette includes other resolutions from the Department of Health regarding statutory personnel, including the awarding of section headships in centers of the Aragonese Health Service:
- Section Head of Organic Gynecology and Women’s Health at the «Lozano Blesa» University Clinical Hospital of Zaragoza, awarded to María Sira Repollés Lasheras.
- Section Head of Hospitalization, Intermediate Care Unit, and Outpatient Clinics of the Cardiology Service of the same hospital, awarded to María Jesús Pinilla Lozano.
The General Directorate of Inspection and Health Policy is the governing body responsible for promoting inspection and health planning in the autonomous community; therefore, its leadership conditions the supervision of centers, services, and benefits of the Aragonese health system. The change at the head of this general directorate thus affects the leadership of the Department of Health in a year marked by the administrative reorganization derived from Decree 27/2026, of May 4, on the basic organic structure of the regional Administration, and arrives with a schedule of effects that leaves the position filled as of October 20, 2026.
