Castillo de Locubín definitively approves its 2026-2029 Strategic Grant Plan

The City Council of Castillo de Locubín has finalized the 2026-2029 Strategic Grants Plan, the document that organizes and quantifies all the aid that the Council intends to grant in the coming fiscal years. As no claims were filed during the public exhibition period, the initial plenary agreement was automatically approved, and its full text is published in the Official Gazette of the Province of Jaén number 182, dated September 18, 2026, under reference 2026/4160. The announcement is signed by the mayor-president, Cristóbal Rodríguez Gallardo, in Castillo de Locubín on September 3, 2026.
The Plan is drawn up under article 8.1 of the General Grants Law 38/2003, of November 17, and articles 10 et seq. of Royal Decree 887/2006, of July 21, which approves its Regulation, and is published in compliance with article 70.2 of the Law 7/1985, of April 2, Regulating the Bases of the Local Regime. The competent body for its approval is the Municipal Plenary, pursuant to article 22.e) of the same regulation, as it is a strategic planning instrument for grant activity.
The document is defined as a programmatic management instrument lacking a normative character: its approval does not generate any right in favor of potential beneficiaries nor does it oblige the City Council to provide compensation if the lines are not executed. The effectiveness of each grant is subject to the existence of adequate and sufficient credit in the budgets of each fiscal year, charged to Chapter IV of the Expenditure Budget. If a new Plan has not been approved by the end of the final year of validity, the current one shall be understood as extended for the lines that continue to be executed.
Five areas and 23 grant lines
Annex I of the Plan organizes the aid into five strategic lines, with a total of 23 grant lines and a combined projected amount of 86,558.50 euros:
- Sports: 53,784.50 euros across seven lines.
- Culture: 14,070 euros across eight lines.
- Education: 11,954 euros across three lines.
- Social services: 6,250 euros across four lines.
- Equality: 500 euros across one line.
The awarding procedures combine competitive bidding, subject to the General Ordinance of Regulatory Bases, and nominative granting articulated through agreements. The execution period is annual in all cases.
Sports: clubs, grassroots football, and events
The Sports Area concentrates the largest economic volume of the Plan, with aid destined for clubs, sports associations, and individuals within the municipality:
- Municipal Grants Destined to Finance Sporting Activities (application 340-48000): 8,500 euros, competitive call.
- Ciclocubín Club Grant “Silvia Lara Race” (341-48006): 10,000 euros, nominative.
- Silvia Lara sports grant (341-48005): 3,000 euros, nominative.
- A.D. Castillo Senior Football Team grant (341-48000): 14,000 euros, nominative.
- C.D. Locubín grant (youth football) (341-48002): 7,784.50 euros, nominative.
- Rally grant (341-48001): 7,500 euros, nominative.
- Fishing Ground grant (341-48004): 3,000 euros, nominative.
Education, culture, social services and equality
Under Education, there are grants for educational activities (320-48000, 2,000 euros), the “Book Voucher” for textbooks and school materials for Early Childhood Education (231-48003, 6,500 euros), and student transport for I.E.S. Pablo Rueda (320-48003, 3,454 euros). Under Culture, cultural grants are included (330-48001, 1,000 euros), the “Baby Voucher” (231-48002, 5,100 euros), the short film “What Dragons Eat” by Álvaro León Cobo (334-48005, 2,000 euros), and contests for Carnival, Christmas shop windows and interiors, facades and balconies, Cherry Festival, and schools, all charged to application 338-22654.
Under Social Services, nominative grants are allocated to the Andalusian Gypsy Youth Association (327-48000, 1,500 euros), the Addictions Association (231-48004, 500 euros), and the Locubín Active Seniors Association (231-48005, 4,000 euros), in addition to the Alcohol-Free Day Drawing Contest (338-22654, 250 euros). Under Equality, the only line is the IX Short Story Contest for Equality (231-22610, 500 euros), convened by the Department of Equality.
Control, publicity and transparency
The Treasury Department will monitor compliance with the Plan during its validity, while financial control will be the responsibility of the City Council’s Comptroller. The Plan will be published in the National Publicity System for Public Grants and Aid and on the Transparency Portal of the municipal website. The final approval may be challenged before the Contentious-Administrative Jurisdiction in accordance with articles 170 and 171 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
The Plan provides certainty to the groups, clubs, associations, and families that apply for municipal aid each year, as it establishes in advance the areas, amounts, and awarding procedures. For local entities and potential beneficiaries, the published document serves as the official reference to be consulted before requesting any grant from the City Council of Castillo de Locubín during the 2026-2029 period.
