Castilla y León resuelve ayudas de accesibilidad en viviendas por 2,07 millones

The Second Vice-Presidency of the Junta de Castilla y León has resolved the call for grants aimed at improving accessibility in and to housing, with a granted amount of 2,070,575.97 euros and a list of 64 beneficiaries. The resolution, signed by María Isabel Blanco Llamas on October 8, 2026, is published in the Official Gazette of Castilla y León (BOCYL) no. 199, of October 14, 2026, with the official reference BOCYL-D-14102026-199-19.

The call was approved by the Order of October 16, 2025, of the Department of Environment, Housing and Territorial Planning, under the regulatory bases of Order MAV/1420/2022, of October 13, and within the framework of the State Plan for Access to Housing 2022-2025. The called credit amounted to 2,083,536.00 euros charged to the budget application 04.02.261A02.7804J, distributed over three annual installments.

The distribution of the allocation is applied in three successive steps: 25% of the total is destined for housing located in municipalities within municipal area 2 of Order MAV/800/2025, of July 10; the difference is distributed among the provinces according to their relative population weight, using the most recent census data from the National Statistics Institute; and the provincial surpluses are assigned to the remaining applications based on the valuation criteria of the Eleventh Provision. The resolution corresponds to the Second Vice-Presidency, at the proposal of the General Directorate of Housing and Urbanism, following a report from the Valuation Commission.

Beneficiaries and Amounts

Annex I contains the list of beneficiaries of housing accessibility improvement actions, including the file number, the municipal area, the eligible cost, the points obtained, and the total grant. The majority of the awardees are homeowners’ associations, along with natural persons who are owners or usufructuaries of single-family homes.

The highest individual grants on the list are:

  • 90,000.00 euros for file 24-RECA-000028-2025 (CDAD. PROP. CL REYES CATOLICOS 8).
  • 82,740.00 euros for 09-RECA-000056-2025 (CDAD. PROP. CL SAN COSME, N 18).
  • 73,920.00 euros for 09-RECA-000021-2025 (CDAD. PROP. CL DIEGO LAÍNEZ 6).
  • 72,000.00 euros for 42-RECA-000001-2025 (CDAD. PROP. AV AGREDA 5B Y 5C) and 47-RECA-000049-2025 (CDAD. PROP. CL GUTIERREZ SEMPRUN 2).
  • 3,000.00 euros for 24-RECA-000004-2025, the application with the highest score (343.255 points).

The distribution by annual installments of the finally granted amount is 375,033.92 euros in 2026, 1,250,350.65 euros in 2027, and 445,191.40 euros in 2028.

Denials, Withdrawals, and Reserve List

Along with the beneficiaries, the resolution details the unattended applications in five additional annexes:

  • Annex II: unfavorable resolutions due to failure to meet the call requirements.
  • Annex III: withdrawals due to lack of documentation following the request from the instructing body.
  • Annex IV: withdrawals at the request of the interested party.
  • Annex V: inadmissibility due to submission after the deadline or failure to prove representation.
  • Annex VI: reserve list with 124 applicants who meet the administrative and technical conditions but did not obtain a favorable resolution as the maximum credit was exceeded.

Among the reasons for denial are incompatibility with aid from Royal Decree 853/2021, of October 5, Royal Decree 106/2018, of March 9, and Royal Decree 42/2022, of January 18; the lack of a Technical Building Inspection; the absence of a technical report or a certified project; and the cost of the action exceeding the limit when adding other subsidies.

Deadlines and appeal process

Against the resolution, which concludes the administrative process, the following are possible:

  • Optional appeal for reversal (recurso potestativo de reposición) before the same body within one month, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
  • Contentious-administrative appeal before the corresponding Chamber of the High Court of Justice of Castilla y León within two months, according to Law 29/1998, of July 13.

Both deadlines are counted from the day following the publication in the BOCYL. The resolution and its annexes are also published on the website of the Junta de Castilla y León.

The decision closes a call co-financed with state funds that mobilizes more than two million euros in accessibility works and directly affects homeowners’ associations and housing owners throughout Castilla y León. The high number of applications on the reserve list, 124, demonstrates that the demand for this aid comfortably exceeds the available credit, such that pending actions remain subject to future budget extensions or new calls within the same line.
