Castilla y León appoints 82 career civil servants in Management

The Ministry of the Presidency of the Junta de Castilla y León has appointed as career civil servants of the Administration Management Corps of the Community of Castilla y León the 82 candidates who passed the open access selection process, assigning them permanent destinations. The decision is formalized in Order PRE/857/2026, of September 2, published in the Official Gazette of Castilla y León number 171, of September 3, 2026, and signed by the Minister Luis Miguel González Gago.

The appointment closes the selection process convened by the Resolution of September 26, 2024, of the Vice-Ministry of Public Administrations and Citizen Services. The list of successful candidates was published by Resolution of April 17, 2026 (BOCYL of April 22), rectified by Resolution of May 18, 2026 (BOCYL of May 21), and now, following the deadline for the submission of documents, the entry of those who proved they met the requirements of the call is materialized.

Appointment and destinations

The new civil servants, who enter through the open access system from the public employment offer, are assigned job positions in various ministries and territorial services of the Community. The assignment is permanent and is detailed in the annex of the order, which specifies for each candidate the position, level, supplement, and locality.

  • Ministry of Family and Equal Opportunities and its Social Services Management, with manager and management technician positions in Valladolid, Salamanca, Zamora, and Ávila.
  • Ministry of Industry, Trade and Employment and the Public Employment Service, with destinations in Palencia, Soria, León, Ponferrada, Burgos, Salamanca, and Valladolid.
  • Ministry of Education, Ministry of Agriculture, Livestock and Rural Development, Ministry of Health, Ministry of Culture, Tourism and Sport, and Ministry of Mobility and Digital Transformation, among others.

Forfeiture due to failure to meet requirements

The order declares the forfeiture of the right to be appointed as career civil servants, and the assignment of a position, for three candidates who already held the status of career civil servant in the same corps, thereby breaching the fifth basis, letter e), of the call:

  • Argelina Torres Torres
  • Cristina Merino Guijarro
  • Manuela Martín García

Assumption of office and obligations

Those appointed have a period of one month, starting from the day following publication, to take possession of their posts before the Secretary General or the corresponding Territorial Delegate. At that time, they must present the declaration of incompatibilities provided for in Decree 227/1997, of November 20, and take an oath or promise to abide by the Constitution, the Statute of Autonomy of Castilla y León, and the laws, in accordance with Law 7/2005, of May 24, on the Public Service of Castilla y León and Royal Decree 707/1979, of April 5.

Against this order, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of Valladolid of the High Court of Justice of Castilla y León within two months, as well as an optional appeal for reversal before the Department itself within one month.

The resolution consolidates the renewal of the regional public service by incorporating 82 new personnel into the Management Body, a reinforcement affecting essential services such as social services, employment, education, or health throughout the Community, and which represents the culmination of a selection process initiated in 2024.
