Castilla-La Mancha publishes the final report on the taxi regulations

The General Directorate of Transport and Mobility of the Regional Ministry of Public Works of Castilla-La Mancha has agreed to publish an abstract of the final report of the participatory process for the draft decree that will approve the regulations for taxi services in the community. The decision was formalized through the Resolution of 09/28/2026, disseminated in the Official Gazette of Castilla-La Mancha (DOCM) no. 193, dated October 7, 2026, with the official reference [2026/7096]. This procedure closes the phase of citizen contributions and constitutes the previous step to the adoption of the decision regarding the future regulation.

The objective of the project is the “Regulations for taxi services for the public transport of persons in passenger vehicles in Castilla-La Mancha,” a regulation intended to organize the provision of taxi services within the regional scope. The file is processed in accordance with the provisions of article 16.d) and article 17 of Law 8/2019, of December 13, on Participation of Castilla-La Mancha, which requires the preparation of a final report with the conclusions and opinions of the participants before resolving the procedure.

The participatory process was launched through the Resolution of 07/23/2026 by the General Directorate of Transport and Mobility itself and was channeled through the Participation Portal of Castilla-La Mancha.

Dates and development of the process

The participatory instrument was published on the Participation Portal of Castilla-La Mancha with a specific calendar for citizens:

• Initial date for contributions: 08/03/2026.
• Final date for contributions: 08/28/2026.

Once that period concluded, the General Directorate of Transport and Mobility resolved to publish an abstract of the final report, which collects the final conclusions and opinions adopted by the participants.

Nine comments and 510 visits

The result of the participatory process yields the following figures, according to the official abstract:

• 9 comments submitted during the participation phase.
• 510 registered visits to the process.

The report also includes graphs with statistical data on the characteristics of the participants, the full details of which appear in the complete document published on the Participation Portal of Castilla-La Mancha.

Contributions assessed one by one

Annexed to the final report, each of the contributions made to the draft decree project are specified, ordered by single line of participation. For each one, it is indicated whether it has been considered totally or partially and, in the case of non-consideration, the reason motivating it.

The full report, including the annex of contributions and their assessment, is available on the Castilla-La Mancha Participation Portal, accessible via the link published in the resolution itself. The resolution is signed in Toledo on September 28, 2026, by the Director General of Transport and Mobility, Lucía Balmaseda Solera.

The publication of the final report places the self-taxi regulation one step away from its approval, a text that will directly affect sector professionals and public passenger transport users in the municipalities of Castilla-La Mancha. Furthermore, the document allows for the identification of which citizen proposals have been incorporated into the draft and which have been excluded, providing traceability to the regulatory process.
