Castilla-La Mancha publishes the final report on the socio-occupational training decree for disability

The Official Gazette of Castilla-La Mancha (DOCM), in issue number 175 of September 11, 2026, publishes an extract of the final report of the participatory process for the draft decree of the Ministry of Social Welfare regulating the socio-occupational training service for people with disabilities within the public social services system of Castilla-La Mancha and its access procedure. The publication is carried out through the Resolution of 02/09/2026 of the General Directorate for Disability, with official reference [2026/6479], in section III of Other Provisions and Acts (p. 31799).
A participatory process open to the citizenry
The process began by Agreement of July 9, 2026, of the General Directorate for Disability, through the Castilla-La Mancha Participation Portal. Its processing complies with the provisions of articles 16.d) and 17 of Law 8/2019, of December 13, on Participation of Castilla-La Mancha, which requires the preparation of a final report with the conclusions and opinions of the participants before adopting the decision subject to the procedure.
The citizen contribution phase took place between July 17 and August 13, 2026. During this period, the following were recorded:
- 120 comments made by participants.
- 700 visits to the process on the participation portal.
Content of the final report
The report gathers the final conclusions and opinions adopted by the participants, as well as the statistical data of the process. Its annex details, by lines of participation, each of the contributions made to the draft decree, indicating which were considered totally or partially and, in the case of non-consideration, the reason motivating it.

An advance for labor inclusion
The future decree will regulate the socio-occupational training service for people with disabilities within the region’s public social services system, as well as the procedure for access to it. The document was signed in Toledo on September 2, 2026, by the Director General for Disability, Francisco José Armenta Menéndez.
With the publication of this final report, the citizen participation phase closes and the way is paved for the final processing of the decree, which will provide a key regulatory framework for the labor inclusion of people with disabilities in Castilla-La Mancha.
