Castilla-La Mancha publishes the final report of the draft tax project for 2027

The Regional Ministry of Finance, Public Administrations and Digital Transformation of Castilla-La Mancha has made public the final report of the participatory process for the Preliminary Draft Law on Tax, Administrative and Administrative Simplification Measures, the regulation that accompanies the regional budgets for 2027. The Resolution of 09/22/2026, from the General Secretariat, orders its publication in extract and appears in the Official Gazette of Castilla-La Mancha (DOCM) no. 187, of September 29, 2026, with the official reference [2026/6909].

The file begins with an Agreement of 08/06/2026 from the Ministry itself, which initiated the participatory process for the Preliminary Draft Law on Administrative and Tax Measures complementary to the Preliminary Draft Law on the General Budgets of the Regional Government of Castilla-La Mancha for 2027, channeled through the Castilla-La Mancha Participation Portal. The processing complies with articles 16.d) and 17 of Law 8/2019, of December 13, on Participation of Castilla-La Mancha, which require the preparation of a final report with the conclusions and opinions of the participants before adopting the decision subject to the process.

One month of citizen contributions

The citizen participation period opened on August 11, 2026, and closed on August 31, 2026, according to the reference dates recorded in the report itself. During this phase, 3 comments and 223 visits to the participatory instrument enabled on the Participation Portal were recorded.

The document also incorporates graphs with the statistical data of the process, which are detailed in the annex of the full report.

Publication in extract and access to the full report

The resolution agrees to publish in extract the final report of the participatory process corresponding to the preliminary draft. The full text, which includes the contributions made and their assessment in the annex, remains available on the Castilla-La Mancha Participation Portal, accessible via the link https://participacion.castillalamancha.es/node/2101.

The report is signed in Toledo on September 22, 2026, by the General Secretary, Macarena Sáiz Ramos.

Regulatory scope of the future law

The regulation is being processed under the proposed title of Preliminary Draft Law on Tax, Administrative and Administrative Simplification Measures of Castilla-La Mancha and is presented as a complementary text to the 2027 regional accounts. Its content will affect both regional taxation and the administrative procedures that companies and citizens in the region must face.

The closing of the participatory process is the previous step to the adoption of the administrative decision and the continuation of the processing of the preliminary draft by the Governing Council of the Regional Government of Castilla-La Mancha.

The publication of the final report confirms that the future tax and administrative simplification law of Castilla-La Mancha is entering its decisive phase, with the participatory process now closed and citizen contributions evaluated.
