Castilla-La Mancha publishes the final report on the law against economic gender gaps

Castilla-La Mancha publica el informe final de la ley contra las brechas de género económicas

The Women’s Institute of Castilla-La Mancha has agreed, by means of a Resolution dated September 7, 2026, to publish an abstract of the final report of the participatory process regarding the preliminary draft law on measures to reduce gender gaps in the economic sphere in Castilla-La Mancha. The resolution appears in the Official Gazette of Castilla-La Mancha (DOCM) number 178, dated September 16, 2026, page 32056, with official reference [2026/6552].

The participatory process was initiated by a resolution dated July 6, 2026, from the Institute itself through the Castilla-La Mancha Participation Portal, and its final report is prepared in compliance with articles 16.d) and 17 of Law 8/2019, of December 13, on Participation in Castilla-La Mancha, which regulate the processing of citizen participation procedures before adopting the decision that is the object of the process.

A process with 105 citizen contributions

During the participation phase, open between July 16 and August 12, 2026, 105 comments and 476 visits were recorded on the Participation Portal. The final report gathers the conclusions and opinions adopted by the individuals, groups, and intervening entities, and its annex details each contribution by participation lines, indicating which were considered totally or partially and, where applicable, the reason for their non-consideration.

Previous sessions with focus groups

Prior to the launch of the process on the Participation Portal, two meetings were held with focus groups at the Headquarters of the Presidency of the Junta de Comunidades de Castilla-La Mancha, on September 2 and 3, 2025, with 35 participants distributed across six focus groups:

  • Women’s associations and women’s areas of entities
  • Social and economic agents and the Labor Inspectorate
  • Local women’s associations
  • Political parties and institutional representation
  • Educational community
  • Social and LGBTI associations and entities

Full publication and next steps

The final report, which includes the contributions made and their assessment in the annex, is published in full on the Castilla-La Mancha Participation Portal (participacion.castillalamancha.es). The resolution was signed in Toledo on September 7, 2026, by the director of the Women’s Institute of Castilla-La Mancha, María Teresa López Tomé.

The publication of this report closes the public participation phase and paves the way for the processing of the preliminary draft law, which must incorporate the conclusions of the process to shape the future regional equality regulations in the economic sphere, a key instrument for correcting gender inequalities in employment, wages, and access to resources in Castilla-La Mancha.
