Castilla-La Mancha announces grants to improve rural roads in 2026

The General Directorate of Rural Development of the Regional Ministry of Agriculture, Livestock and Rural Development has announced, via resolution dated August 12, 2026, the grants for the improvement and conditioning of rural roads in 2026, under a competitive bidding process. The call is published in the Official Gazette of Castilla-La Mancha (DOCM) number 160, dated August 21, 2026, with official reference [2026/6170] and an abstract in the National Grants Database (BDNS) with identifier 925258.

The grants are part of intervention CLM 68432 “grants for investments in agricultural infrastructure to promote competitiveness” of the Pepac 2023-2027, and are co-financed by the European Agricultural Fund for Rural Development (EAFRD), the General State Administration, and the Autonomous Community of Castilla-La Mancha. The total budget amounts to €10,000,000.00, allocated to budget application 21030000 G/531A/76090, charged to the 2027 annual budget.

Rules and Beneficiaries

The grants are governed by Order 106/2026, of July 7, which establishes the regulatory bases for these subsidies, published in the DOCM number 132, dated July 14, 2026. Eligible beneficiaries may be the municipalities of Castilla-La Mancha listed in Annex I of the regulatory order that meet the requirements of Article 2 thereof.

The aid is granted as a direct subsidy through the reimbursement of eligible costs, with an intensity of 100% of the eligible expenditure of the investment. The co-financing is distributed as follows:

  • EAFRD: 73% of the granted aid.
  • General State Administration: 8.1%.
  • Autonomous Community of Castilla-La Mancha: 18.9%.

Amounts per Beneficiary

The amount of aid per beneficiary is determined according to the score (C) obtained through the prioritization criteria of Article 6 of the regulatory order:

  • Applications with a score 26 ≤ C < 49: €8,000.00.
  • Applications with a score 49 ≤ C < 73: €11,000.00.
  • Applications with a score C ≥ 73 points: €14,000.00.

If the beneficiary includes within its territorial scope one or several Entities of Territorial Scope Lower than the Municipality (Eatim), the aid is increased by €6,500 for each Eatim, provided that eligible actions for that amount are reflected.

Requirements and Processing

The actions must be executed on the pre-existing layout of already consolidated rural roads, must not have been financed with EAFRD funds for the same concept in the last five years, and must undergo, where applicable, an environmental assessment. Expenses for the drafting of the project or technical report, construction management, recoverable VAT, the acquisition of land or second-hand equipment, nor depreciation expenses or debt interest are not eligible for subsidies.

The application must be submitted electronically via the Besana platform (https://apliagri.castillalamancha.es/inversiones), with the electronic signature of the legal representative, and must be accompanied by the Plenary Agreement certificate or Mayoral Decree and the valued technical report using Tragsa 2026 rates. The submission deadline is 45 days from the day following the publication of the resolution in the DOCM, and the deadline for resolution and notification is six months.

The resolution, signed by the Director General of Rural Development, José Juan Fernández Zarco, in Toledo on August 12, 2026, takes effect the day after its publication. The call represents a direct boost to the competitiveness and sustainability of the region’s agricultural holdings by fully financing the improvement of the rural road network that provides access to the farms and population centers.
