Castilla-La Mancha convoca 9,8 millones en ayudas de 2027 para autonomía personal

The Vice-Ministry for the Promotion of Autonomy and Care for Dependency, under the Ministry of Social Welfare, has announced a competitive call for grants for the year 2027 destined for programs for the promotion of personal autonomy and the prevention of dependency in Castilla-La Mancha. The call is endowed with 9,833,080.00 euros and is published via the Resolution of 10/14/2026, the extract of which appears in the Official Gazette of Castilla-La Mancha (DOCM) No. 201, of October 20, 2026, with the official reference 2026/7559 and the identifier BDNS 935262.

Two lines of action and budget distribution

The call develops lines a) and b) of the third.1 base of Order 189/2022, of September 27, of the Ministry of Social Welfare, which establishes the regulatory bases and was published in DOCM No. 191, of October 4, 2022. The distribution of the credit, charged to Program 313H for dependency care of the 2027 regional budgets, is as follows:

  • 9,173,080.00 euros for personal autonomy promotion programs (base third.1.a), allocated to applications 27.03.313H.4811I and 27.03.313H.4611I.
  • 660,000.00 euros for prevention programs (base third.1.b), charged to 27.03.313H.4811I.

The maximum amount per program may not exceed 129,311.00 euros in line a), taking as a reference the cost of 109,111.00 euros for the urban Sepap MejoraT programs, with four professionals and a capacity for 90 users. Personnel expenses are limited to 101,310.00 euros annually for two and a half full-time positions, and to 81,064.00 euros when the program has only the minimum two professionals. In line b), the ceiling per program is 500,000.00 euros.

Beneficiary entities and twenty-day deadline

Private social initiative entities, or their groupings, with legal personality and non-profit status, registered in the Social Services Registry of Castilla-La Mancha and up to date with their tax and Social Security obligations, may apply. Local entities may only be beneficiaries of the programs in line a).

Applications shall be addressed to the head of the Vice-Ministry and submitted electronically with an electronic signature through the electronic office of the Regional Government of Castilla-La Mancha, with one form per program. The deadline is twenty days starting from the day following the publication of the extract in the DOCM.

100-point scale and incentive against depopulation

The Evaluation Committee will score projects out of 100 points: up to 50 for content, suitability, and technical quality; up to 20 for the entity’s implementation, track record, and performance; and up to 30 for territorial impact. A minimum of 50 points is required, of which at least 25 must correspond to the first criterion.

On that basis, an additional score for depopulation is applied, in accordance with the Agreement of October 19, 2021, of the Governing Council: 20% in areas at risk of depopulation, 30% in municipalities of fewer than 2,000 inhabitants with intense depopulation, and 40% in those with extreme depopulation.

Three disbursements and justification calendar

Payment is split into three disbursements of 33%, 33%, and 34%, the first of which is provided in advance following the notification of the award. Entities must justify the first installment before June 1, 2027, the second before September 30, 2027, and the remaining expenditure before January 31, 2028, with expenses executed up to December 31, 2027.

The maximum period to resolve and notify is two months from the end of the application period, with negative administrative silence. An administrative appeal may be filed against the resolution, which does not exhaust administrative remedies, before the Department of Social Welfare within one month. The text is signed by the Vice-Minister Francisco Javier Pérez Fernández.

The call for applications is issued with credit conditional upon the existence of sufficient funding in the 2027 budget and supports the day-care and prevention network serving dependent persons in the region, with particular emphasis on rural areas, where the additional score for depopulation may prove decisive for the awarding of funds.
