Castilla-La Mancha announces 270,000 euros in grants for the local 2030 Agenda

The Regional Ministry of Sustainable Development of the Regional Government of Castilla-La Mancha has announced grants for 2026 destined for the development and implementation of the 2030 Agenda and the Sustainable Development Goals (SDGs), with a budget of 270,000 euros. The call is formalized through the Resolution of 09/09/2026, from the General Directorate of Circular Economy and 2030 Agenda, published in the Official Gazette of Castilla-La Mancha (DOCM) no. 179, of September 17, 2026, with reference 2026/6576 and an abstract in the National Grants Database (BDNS 928599).

The resolution is based on Order 113/2026, of July 20, from the Regional Ministry of Sustainable Development, which establishes the regulatory bases for these grants (DOCM no. 143, of July 29), and on Decree 21/2008, of February 5, the implementing regulation of the regional Treasury Law regarding grants. The procedure is processed under a competitive bidding regime, and the authority to resolve corresponds to the head of the General Directorate of Circular Economy and 2030 Agenda, a position held by Esther Haro Carrasco, the signatory of the text.

The call is part of the Castilla-La Mancha 2030 Agenda Strategy, approved by agreement of the Governing Council on June 22, 2021, and seeks to involve both local entities, due to their proximity, and civil society organizations in the dissemination of the 17 SDGs.

Two lines of aid and who can apply

• First line, with 170,000 euros (item 23.05.442F.46000): local entities of Castilla-La Mancha, except provincial councils, adhered to the Local Network 2030 or those that have requested their adherence before the publication of the call. It finances local action plans for SDGs, their implementation and progress reports, and the budgetary alignment of local policies with the SDGs.
• Second line, with 100,000 euros (item 23.05.442F.48000): legally constituted and registered non-profit entities, with a tax domicile or direct activity in the region, as well as groupings of two or more entities. It finances awareness projects (talks, workshops, campaigns) and training in non-formal education.

Adherence to the Local Network 2030, created by Decree 13/2022, of February 22, is a requirement for the first line: the final granting is subject to the entity being formally integrated into the network at the time of the proposed resolution.

Amounts, deadlines and method of submission

• First line: up to 100% of the project cost, with a maximum of 10,000 euros per application.
• Second line: up to 100% of the cost, with a maximum of 2,000 euros if the impact falls on a single municipality and 7,000 euros if it is supra-municipal.
• Each entity may only submit one project and be the beneficiary of a single grant.
• The application period is fifteen business days from the day following the publication of the call and its summary in the DOCM.
• Processing is exclusively electronic, with an electronic signature, through the Junta’s electronic office (www.jccm.es).
• Payment is made in advance, with 100% of the granted amount upon the issuance of the award resolution.
• The execution period is a maximum of twelve months from the publication of the award resolution in the DOCM.

Evaluation: up to 35 points and bonus for depopulation

Applications are scored from 0 to 35 points by an evaluation commission chaired by the head of the Agenda 2030 Service. In the first line, the following are valued at 5 points each: structuring around the SDGs, project specificity, evaluation indicators, gender perspective, citizen participation, involvement in the Local Network 2030, and the economic plan. In the second line, the design and quality of the project can contribute up to 10 points and accredited experience up to 5.

Entities that do not reach 15 points are excluded. Additionally, an additional percentage of up to 40% is added for executing the project entirely in sparsely populated areas or areas at risk of depopulation, in accordance with Decree 108/2021, of October 19, and Law 2/2021, of May 7. The maximum period to resolve and notify is six months from the publication of the call; without an express resolution, the application is understood to be rejected.

The call opens a path for full financing—up to 100% of the cost—for city councils and associations to bring the 2030 Agenda to the local level, with special attention to municipalities at risk of depopulation, which can add up to an additional 40% in points.
