Castilla-La Mancha establishes the waiting lists for officials with national accreditation

The Vice-Ministry of Local Administration and Administrative Coordination, under the Ministry of Finance, Public Administrations and Digital Transformation, has established the first section of the regional waiting list for the interim provision of positions reserved for Local Administration civil servants with national qualification. The decision was adopted through three resolutions dated August 14, 2026, signed by the Vice-Minister Eusebio Robles González, and published in the Official Gazette of Castilla-La Mancha number 160, dated August 21, 2026.

The lists, which come into effect on the business day following their publication, cover the three sub-scales of the scale of civil servants with national qualification: Secretariat (entry category), Audit-Treasury (entry category), and Secretariat-Audit. Their establishment is based on the list of applicants sent by the Ministry for Digital Transformation and the Civil Service on August 10, 2026.

Regulatory Framework

The regional competence to appoint these civil servants on an interim basis is supported by Article 92 bis, paragraph 7, of Law 7/1985, of April 2, regulating the bases of the local regime. Decree 128/2018, of March 16, enables autonomous communities to establish lists of candidates, giving preference to those who have passed any of the tests convened by the State.

The procedure is completed by Order TFP/297/2019, of March 7, and Decree 16/2026, of April 7, which provides for a regional list with three sections per sub-scale. The first section, now published, includes those appearing on the list sent by the National Institute of Public Administration (INAP).

The Three Convened Sub-scales

Each resolution nullifies previous lists and publishes the new list of applicants, including their order of precedence and provincial availability (Albacete, Ciudad Real, Cuenca, Guadalajara, and Toledo):

  • Secretariat, entry category (reference 2026/6156), selection process convened by Order TDF/570/2025, of June 2.
  • Audit-Treasury, entry category (reference 2026/6154), process convened by Order TDF/568/2025, of June 2.
  • Secretariat-Audit (reference 2026/6151), process convened by Order TDF/569/2025, of June 2.

The lists, which appear in the annex of each resolution, establish the order of precedence and the provincial availability of the applicants for the interim filling of positions in the region’s city councils.

Validity and Appeals

Pursuant to the first transitional provision of Decree 16/2026, the validity of these lists shall expire when the new list of applicants corresponding to a selection process convened after the entry into force of the decree is published. Offers already made prior to that publication shall not expire.

Against the resolutions, which do not exhaust the administrative route, an appeal for reversal (recurso de alzada) may be filed before the Minister of Finance, Public Administrations, and Digital Transformation within one month of their publication.

The establishment of these regional lists is key to guaranteeing the provision of secretary, auditing, and treasury positions in the municipalities of Castilla-La Mancha, ensuring the interim coverage of posts reserved for officials with national qualification and the continuity of local administrative services.
