The General Directorate of Rural Development of the Regional Ministry of Agriculture, Livestock and Rural Development of Castilla-La Mancha has increased by 21,000,000 euros the credit for the grants called for 2026 for the establishment of young people in agriculture and the improvement and modernization of their holdings. The decision is formalized in the Resolution of 10/20/2026, published in the Official Gazette of Castilla-La Mancha (DOCM) No. 206, of October 27, 2026. With this reinforcement, the total credit available for the call amounts to 51,733,807.58 euros.
The affected call is the one approved by the Resolution of 12/23/2025, of the General Directorate of Rural Development, which calls for the year 2026, through the early processing procedure, for grants for the establishment of young people and for investments in agricultural and livestock holdings of those who establish themselves simultaneously within the framework of interventions 6961.1 and 6841.2 of the CAP Strategic Plan 2023-2027 of Castilla-La Mancha. The regulatory bases are Order 198/2023, of December 21, modified by Order 27/2024, of February 23 and by Order 208/2024, of December 10.
The origin of the reinforcement is the “great reception in the sector”: the number of applications has exceeded the credit initially provided. Therefore, the possibility provided for in section Twelfth.3 of the call is activated, in accordance with article 23.1.b) 1º of Decree 21/2008, of February 5, which allows for the expansion of the credit by an estimated additional amount of 21 million euros for both interventions combined.
Distribution by interventions and annualities
The increase is distributed unevenly between the two lines of aid. The young people’s establishment line receives an additional 2,000,000 euros, while the investment line concentrates 19,000,000 euros, the largest allocation.
- 6961.1 Establishment of young people in agriculture: 23,388,000 initial euros plus 2,000,000 increase, up to 25,388,000.00 euros.
- 6841.2 Investments for the improvement and modernization of agricultural holdings: 7,345,807.58 initial euros plus 19,000,000 increase, up to 26,345,807.58 euros.
- Annualities of line 6961.1 in the increase: 948,000 euros in 2027, 252,000 euros in 2028 and 800,000 euros in 2029.
The additional amount is financed from the budget credits of the years 2027, 2028 and 2029 of the Regional Ministry, charged to items 21030000 G/531A/7731N (young people) and 21030000G/531A/7731O (investments), with funds 176, FPA0000176, 177 and FPA0000177. The resolution warns that effectiveness is subject to the existence of adequate and sufficient credit in each fiscal year.
Effects, processing and appeals
The resolution takes effect from the day following its publication in the DOCM, that is, from October 28, 2026. The text distributes the total amount by annual installments: 14,980,800 euros in 2027, 6,607,200 euros in 2028, and 3,800,000 euros in 2029 for intervention 6961.1; and 5,500,000 euros in 2027 and 20,845,807.58 euros in 2028 for 6841.2.
The distribution is estimated and may be modified through the corresponding annual adjustment file prior to the resolution, without the need for a new call or publication. The resolution does not exhaust administrative remedies: an administrative appeal (recurso de alzada) may be filed before the head of the Department within one month from the day following its publication, in accordance with Article 122 of Law 39/2015, of October 1, and must be submitted electronically through the electronic office of the Junta de Comunidades de Castilla-La Mancha.
The document was signed in Toledo, on October 20, 2026, by the Director General of Rural Development, José Juan Fernández Zarco, exercising the competence attributed by Article 25 of Order 198/2023 and by Decree 30/2025, of April 29, regarding the organic structure and competencies of the Department.
Impact for the sector
The expansion responds to the objective of “guaranteeing the maximum execution of Program funds” and fulfilling the milestones committed by the region regarding the incorporation of young people into agricultural activity. The Department acknowledges that there are applications that meet the requirements to be eligible for subsidies and that, without this reinforcement, they would be resolved unfavorably due to a lack of budget.
For CAP beneficiaries in the region, the practical effect is that a greater number of files will be able to obtain financing in the 2026 call, although the bulk of the additional money will be executed in the 2027 to 2029 fiscal years and remains subject to the effective confirmation of the credit.
