Castilla-La Mancha opens public consultation for the socio-occupational training decree

The General Directorate for Disability of the Regional Ministry of Social Welfare has opened a new public information period regarding the draft decree that will regulate the socio-occupational training service for people with disabilities within the public social services system of Castilla-La Mancha and its access procedure. This is established by the Resolution of 08/17/2026, published in the Official Gazette of Castilla-La Mancha (DOCM) number 160, dated August 21, 2026, page 30660, with reference [2026/6171]. Any interested party may submit observations, suggestions, or allegations within a period of 20 business days.

A repeated procedure to guarantee publicity

The draft had already been submitted for public information on July 9, 2026, with publication in DOCM Number 134, dated July 16, 2026. However, the administration noted the omission of its publication on the electronic office; therefore, in order to guarantee its publicity, a new hearing procedure has been agreed upon. The resolution is framed within Article 36.3 of Law 11/2003, of September 25, of the Government and the Consultative Council of Castilla-La Mancha, which requires that provisions affecting the rights or legitimate interests of citizens be submitted for public information.

Deadline and channels for submitting allegations

The text of the draft will be available on the notice board of the Electronic Office of the Junta de Comunidades de Castilla-La Mancha and at the General Directorate for Disability, at Avda. de Francia, 45071 Toledo, from 9:00 AM to 2:00 PM every business day. Allegations may be submitted at any of the registries and offices provided for in Article 16 of Law 39/2015, of October 1, addressed to the head of the General Directorate for Disability, at C/ Francia, 4, 45071-Toledo.

Signature and institutional context

The resolution was signed in Toledo on August 17, 2026, by Francisco Javier Pérez Fernández, Vice-Minister for the Promotion of Autonomy and Dependency Care, substituting for the Director General for Disability (P.S., according to Decree 111/2023, of July 25). The procedure is also supported by Order 73/2023, of March 10, which regulates the Electronic Notice Board (T.A.E.), and Articles 83 and 133 of Law 39/2015, which regulate public information in the drafting of regulations.

Social-labor training is a key service for the labor inclusion of people with disabilities, and its regulation directly affects the groups and third-sector entities that provide these supports in the region. The opening of this new procedure ensures that citizens and representative organizations can participate in the drafting of the regulation before its final approval.
