Castelldefels approves the Mobility Ordinance with fines of up to 800 euros

The Castelldefels City Council has definitively approved the Municipal Mobility Ordinance, which regulates the circulation, stopping, parking, and removal of vehicles in the municipality, with special attention to personal mobility vehicles (PMVs). The Plenary agreement was adopted on July 24, 2026, and the full text is published in the Official Gazette of the Province of Barcelona on September 1, 2026 (official reference CVE 202610136427, pp. 1-29).

The regulation replaces the Municipal Circulation Ordinance approved on March 28, 2019, and will enter into force fifteen business days after its full publication, in accordance with article 65.2 of Law 7/1985, of April 2, regulating the bases of the local regime. The text complements the state framework for traffic and road safety and aims to humanize the city, prioritizing the most sustainable modes of transport.

Processing and allegations

The initial approval was agreed upon in the plenary session of March 27, 2026, and the text was submitted for public information for thirty business days. Within this period, on June 3, 2026, Mr. I.M.R., representing the Neighbors’ Association of Vista Alegre and Can Vinader (AVVVAYC), submitted allegations and suggestions.

The Plenary, in accordance with the agreement of the Study Commission of the Municipal Mobility Ordinance of June 23, 2026, dismissed these allegations and definitively approved the text. Against the agreement, which ends the administrative route, a contentious-administrative appeal may be filed before the corresponding Chamber of the High Court of Justice of Catalonia within a period of two months.

Regulation of personal mobility vehicles

The Ordinance dedicates a specific chapter to PMVs, defined as vehicles with one or more wheels, for a single person, powered by electric motors with a maximum design speed between 6 and 25 km/h. Among the main obligations and restrictions:

• Minimum age of 16 to circulate on urban roads.
• Prohibition of circulating on sidewalks, pedestrian zones, interurban roads, dual carriageways, highways, bypasses, and urban tunnels.
• Obligation to have civil liability insurance and a circulation and identification certificate.
• Prohibition of transporting people (they are for a single person) and using a mobile phone or headphones while driving.
• Obligation to wear lights and reflective elements between evening and dawn.

Sanctions and removal of vehicles

The sanctions table classifies most minor infractions with fines of 90 euros, but the most serious behaviors can reach much higher amounts:

• Riding without civil liability insurance: very serious infringement, up to 800 euros and removal of the VMP to the impound lot.
• Driving under the influence of alcohol or drugs: very serious, up to 1,000 euros and removal of the vehicle.
• Riding on sidewalks, pedestrian zones, or interurban roads: serious, up to 200 euros.
• Driving under the age of 16: up to 90 euros and removal to the impound lot.

The municipal authority may remove VMPs from public roads when they pose a danger, are abandoned, do not have valid insurance, or have lost their VMP status due to modifications. The regulation also sets a general speed limit of 30 km/h on urban roads and regulates low-emission zones, reserves for people with reduced mobility, and Park&Ride parking lots of the Barcelona Metropolitan Area.

The Ordinance, signed by Mayor Manuel Reyes López on August 28, 2026, affects all drivers and residents of Castelldefels and represents a step forward in the regulation of increasingly diverse urban mobility, where scooters and other personal vehicles coexist with pedestrians, cyclists, and motor vehicles.
