Castelló IMPULSA: the Provincial Council approves the 2026-2027 works plan

The Provincial Council of Castellón has definitively approved the modification of the Regulatory Ordinance of the Provincial Plan for Works and Services “Castelló IMPULSA” for the 2026-2027 fiscal years. The agreement, initially adopted in the ordinary session of the Plenary on June 30, 2026, is published in the Official Gazette of the Province of Castellón number 100, dated August 20, 2026, with reference 03749-2026-U.

The plan, which distributes cooperation funds among all municipalities in the province, enters into force once the period provided for in article 65.2 of Law 7/1985, of April 2, Regulating the Bases of Local Regime (LRBRL) has elapsed. The document is signed by the delegated deputy Héctor Folgado Miravet and the chief clerk Montserrat Paricio Comins.

A plan with the Council’s greatest financial effort

The approved text responds to the obligation that article 36.2.a) of the LRBRL imposes on provincial councils to approve a provincial cooperation plan for works and services under municipal competence, using objective and equitable criteria. The ordinance is framed within the institution’s Strategic Grant Plan and the Law 38/2003, of November 17, General Law on Grants and its Regulations.

The global amount of the plan for the 2026-2027 biennium amounts to 32,499,787.83 euros, distributed among the different beneficiaries:

• €30,921,540.00 for city councils.
• €1,440,747.83 for associations of municipalities (mancomunidades).
• €137,500.00 for the Minor Local Entity.

The distribution follows objective criteria such as population, the area of the municipal district, and the number of scattered nuclei or hamlets. The plan is justified by the demographic reality of the province, where only 9 of its 135 municipalities exceed 20,000 inhabitants, which aggravates depopulation and the differences between the interior and the coast.

Eligible actions and limits per entity

The guidelines regulate three types of financeable actions: investment works on infrastructure, urban planning, urban environment, the integrated water cycle, and road infrastructure; mandatory municipal public services under article 26 of the LRBRL; and supplies attributable to Chapter 6. City councils and the Minor Local Entity must allocate a minimum of 60% of the annual amount to works.

• Each city council and the Minor Local Entity may submit up to 4 works projects, annual or multi-annual, with no possibility of extension.
• They may request up to 2 public services per year, extendable to 4 if the amount allocated to them is not reached.
• Associations of municipalities may submit up to 6 public service actions per year and up to 6 for works or supplies for the two fiscal years.
• Current expenditure in each year cannot exceed 40% of the grant.

Processing and entry into force

The text was exposed to the public for 30 business days from its publication in the Official Gazette of the Province number 79, dated July 2, 2026, both on the Provincial Council’s notice board and through the procedure enabled for this purpose. Once the period elapsed without any claims or suggestions being submitted, the agreement was understood to be definitively approved, as established by the initial resolution itself.

With this approval, the Provincial Council of Castellón consolidates its commitment to municipal cooperation, leaving the choice of actions that require an institutional boost in the hands of the city councils, associations of municipalities, and the Minor Local Entity themselves. The plan seeks to reduce bureaucracy, increase funding for small municipalities, and make towns more efficient, sustainable, and with greater equality and social justice.
