Castejón orders cleaning of area affected by dog waste

The Castejón City Council has ordered the cleaning of an area affected by dog waste through a proposed execution order, published in the Official Gazette of Navarra number 163, dated August 19, 2026, on page 30096. The measure, signed by Mayor Noelia Guerra Lafuente on August 13, is part of the file Public Health Action Requirement 7 Dogs xxx - 328166M.
The notification is carried out by edict as it was not possible to deliver it in writing after three attempts, in accordance with articles 44 and 46 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. It is published in the Official State Gazette and, optionally, in the Official Gazette of Navarra.
Appearance Period
Interested parties, or those representing them with the corresponding accreditation, have 10 days to appear, counted from the day following the publication of the announcement. The deadline therefore expires on August 29, 2026.
- The designated offices are located at Plaza de los Fueros, 1, Castejón.
- The notification can also be accessed through the electronic office: https://sedeelectronica.castejon.com.
- Once the period has elapsed without appearance, the notification shall be deemed completed for all purposes.
Summoned Residents
The proposal affects two residents, identified by their identity document and the resolution being notified to them:
- ID 16589835G, resolution 693/2026.
- ID 72785635L, resolution 693/2026.
Both are summoned in the same public health file regarding dog waste in the affected area.
Relevance for Urban Coexistence
The execution order reinforces the obligation of animal owners to keep public spaces clean, a recurring issue in the urban coexistence of Navarrese municipalities. Publication by edict ensures that the notification takes legal effect even if personal delivery was not possible, and opens the way for the forced execution of the cleaning if the interested parties do not comply with the requirement.
