Castejón de Sos appoints deputy mayor following the death of its councilor
Por FactBox Admin

The Castejón de Sos City Council has appointed Councilor José Ramón Sigirán Escané as deputy mayor. The decision was made by the mayor-president, Antonio Minchot Mora, through Mayoral Resolution No. 2026-1037, dated October 19, 2026, which is published in the Official Gazette of the Province of Huesca number 203, corresponding to Thursday, October 22, 2026, with official reference BOPH-2026-203006.
The origin of the appointment
The resolution is based on the inauguration of Antonio Minchot Mora as mayor-president of the municipality following the death of the previous mayor, José Manuel Abad Saura. The published text indicates that, given this situation, it was necessary to “establish the municipal organization regarding the substitution of the Mayor’s office, through the appointment of a Deputy Mayor.”
The agreement is supported by the powers recognized by legislation for the chief executive:
- Article 21.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime.
- Article 46.1 of the Regulations on the Organization, Operation and Legal Regime of Local Entities, approved by Royal Decree 2568/1986, of November 26.
The announcement is processed by the municipal Secretariat and bears order number 4671 within the Local Administration section of the provincial gazette, on page 22 of a total of 72.
Functions and effects of the position
The appointment grants the designee the substitution of the mayor “in the entirety of his functions” in cases of absence, illness, or impediment that prevent the mayor from exercising his powers. The resolution specifies that this responsibility corresponds to the deputy mayor “subject to the acceptance of the position.”
The agreement also includes a set of immediate administrative effects:
- Personally notify the designee of the resolution, which will be understood as tacitly accepted unless expressly stated otherwise.
- Forward the appointment to the Official Gazette of the Province for publication and disseminate it on the municipal notice board.
- Nullify, from the entry into force of the resolution, previous appointments of deputy mayors who are replaced by this act.
- Report to the City Council Plenary at the first session to be held.
The effectiveness of the appointment occurs from the day following the signing of the resolution by the mayor, without prejudice to its official publication. The document is also available to interested parties on the council’s electronic headquarters.
A change in the midst of municipal activity
The handover at the top of the city council comes at a time of continuous administrative activity in the municipality. José Manuel Abad Saura was still signing, as recently as August 20, 2026, the announcement of the initial approval for the incorporation of a new batch of municipal roads and paths, the “Carretera El Solano,” into the General Inventory of Assets, published in the Official Gazette of the Province of Huesca number 159. By September, the council was processing the collective notification of the water and sewage registries for the first half of 2026, with a voluntary payment period from September 3 to December 3.
The municipality, which includes the nuclei of Castejón de Sos, El Run, Liri, and Ramastué, also has two smaller local entities whose offices are managed from the city council secretariat, which increases the volume of matters falling upon the Mayor’s Office.
Relevance
The appointment of José Ramón Sigirán Escané guarantees the institutional continuity of the Castejón de Sos City Council in a phase marked by the death of the mayor and the subsequent reorganization of the municipal government. The designation of a deputy mayor with the authority to replace the mayor in all of his functions prevents gaps in decision-making and ensures the signing of resolutions, the management of municipal services, and the representation of the council before other administrations while the new stage is consolidated.
