The Casas Ibáñez City Council has finalized the credit modification file 26/2026, under the extraordinary credit modality, which allocates 18,000 euros for the expansion of the video surveillance camera system and 15,000 euros for the purchase of a breathalyzer and a drug reader for the Local Police. The agreement, adopted by the Plenary in an extraordinary session on September 18, 2026, and which received no objections during the public exhibition process, is published in the Official Gazette of the Province of Albacete number 123, dated October 21, 2026, with official reference 27.610.
The announcement closes the procedure initiated weeks earlier: the initial text was submitted for public information for fifteen business days via an announcement published in the Official Gazette of the Province of Albacete number 111, dated September 23, 2026 (reference 24.286). As no claims were filed, the modification is automatically finalized in application of article 169.1, by referral of 177.2, of the Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries.
48,000 euros for security and streets
The extraordinary credit incorporates three expenditure entries directly linked to the municipality’s daily operations, all starting from initial credits of 0.00 euros:
- Expansion of the video surveillance camera system: 18,000 euros, application 132/61900.
- Local Police equipment (breathalyzer and drug reader): 15,000 euros, application 132/62300.
- Street cleaning: 15,000 euros, application 163/22700.
The first two items are investments and are charged to chapter 6 expenses, while street cleaning is a current expense from chapter 2. Overall, the increase in chapter 2 amounts to 15,000 euros and that of chapter 6 to 867,772.46 euros.
An 882,772 euro package with works and equipment
File 26/2026 is not limited to security: its total amount reaches 882,772.46 euros and distributes funding among works, land, and municipal equipment. The destinations specified in the announcement are:
- Paving of streets and squares: Sur Street (29,405 euros), Molino Street to Paseo Cañada –La Bandera– (42,807.84), roundabout at Gasolinera Street starting at camino Doña María (5,385.32), Fuentealbilla Street (48,398.79), Huerta Street (28,618.16), Plaza de España (8,797.53), Monjas Street and alley (26,495.22), and the shoulder of the Albacete road (5,500).

Financing with surplus and appeal process
The entire package is financed using the Treasury surplus for general expenses. Application 87000 increases from 478,877.43 euros —the resulting allocation after modifications 15, 20, 21, and 25/2026— to 1,361,649.89 euros, with an entry in the income statement of 882,772.46 euros, which increases chapter 8 by the same amount.
The announcement reminds that the agreement ends the administrative route and that a contentious-administrative appeal may be filed against it before the Contentious-Administrative Section of the Court of First Instance of Albacete within two months from the day following its publication, in accordance with Law 29/1998, of July 13, and articles 113 of Law 7/1985, of April 2, and 171 of Royal Legislative Decree 2/2004. The filing of the appeal shall not, by itself, suspend the effectiveness of the agreement. The document was signed in Casas Ibáñez on October 16, 2026, by the mayor, José María García Martínez.
The decision comes after a sequence of linked budget modifications in 2026: numbers 20, 21, and 25/2026, approved in the urgent extraordinary Plenary session on July 22 and made final in the bulletin of August 28, had already increased the allocation of the surplus to 478,877.43 euros. With this latest operation, the City Council of Casas Ibáñez closes the fiscal year with more than 1.3 million euros of committed surplus.
For the residents, the most immediate effect is the reinforcement of the means with which the Local Police monitor the municipality and control driving under the influence of alcohol and drugs, along with a specific allocation for street cleaning. The remainder of the credit translates into public works distributed across streets, parks, sports facilities, and the cemetery, making 26/2026 the most significant investment operation of the year in the municipality.
