Casas del Castañar sets the rate for El Cerro elderly residence

The City Council of Casas del Castañar has made final the fiscal ordinance regulating the fee for the provision of residential care services and stays at the municipal elderly residence El Cerro, after no claims were filed during the public exhibition period. The regulation, approved by the Plenary on June 25, 2026, is published in the Official Gazette of the Province of Cáceres number 169, dated September 3, 2026, and will enter into force the day following its publication.
The provisional plenary agreement was adopted unanimously by the seven members of the Corporation and was automatically made final as no objections were registered. The ordinance is issued using the powers of Article 106 of Law 7/1985, of April 2, regulating the Bases of Local Regime, and Articles 15 to 27 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5.
Fees according to the degree of dependency
The fee is structured based on the type of place and the degree of dependency recognized for the user, with the following monthly fees:
- Autonomous person: €888.30/month.
- Grade I: €1,064.69/month.
- Grade II: €1,371.10/month.
- Grade III: €1,561.70/month.
In places agreed upon with the Junta de Extremadura for dependent persons, the user will pay a monthly fee equivalent to 75% of all their income when it exceeds the Minimum Interprofessional Wage, and 65% otherwise. In marriages under the community property regime, the sum of the income of both spouses is computed, and the resident must be left with at least 90.15 euros per month for discretionary expenses (180.30 in the case of a marriage with only one member having their own income).
Payment obligations and management
Taxpayers are those who benefit from the residence services, as well as the administrations, bodies, and public or private entities obliged by any title to pay for the social services of the beneficiary person. Accrual occurs at the moment any of the regulated services are provided.
The payment of fees shall be made within the first five days of each month via periodic transfer at the request of the resident. Applications shall be submitted to the City Council and forwarded to the Basic Social Care Service for its report. The fee will be updated annually according to the percentage increase in public pensions.
Stay and discharge rules
The ordinance establishes specific rules for the management of stays: those entering from the 1st to the 15th of the month shall pay the full monthly fee, while those entering from the 16th to the 31st shall pay the proportional part. Periods of absence due to vacations or weekends are not discounted, and in the event of hospitalization exceeding one month, half of the fee shall be paid starting from the second monthly payment.
Non-payment of two consecutive monthly fees may lead to expulsion from the residence, and voluntary withdrawal requires a minimum notice of 15 days without a refund of the paid month. Withdrawal due to force majeure or death does entail the refund of the unused portion. The ordinance does not provide for exemptions, and the fee excludes services from external professionals, personal use materials, specialist doctors, transport, hospitalizations, and medications not funded by Social Security.
The entry into force of this fee, which directly affects users and their families, provides legal certainty to the provision of the municipal care service and guarantees the economic sustainability of the El Cerro residence, a key facility for the care of elderly people in the municipality of Cáceres.
