Casas de Don Pedro increases water rates by 4.90% in 2027

The plenary session of the Casas de Don Pedro City Council approved on October 29, 2026, the first update in accordance with the CPI of the rates for the municipal water supply and sewerage service, with an increase of 4.90% to be applied throughout 2027. The agreement is published in the Official Gazette of the Province of Badajoz No. 211, dated November 4, 2026, in announcement 4326/2026, within the Local Administration section.
The decision puts an end to a practice maintained for more than a decade: since 2012, the council had absorbed the annual price index increases, covering each adjustment with funds from the municipal budgets. The text of the agreement acknowledges that this formula allowed for “maintaining rates without directly affecting citizens,” but has generated “a significant economic burden on the municipal budget,” reducing resources for other investments.
A 2006 contract with mandatory annual review
The origin of the review lies in the service concession contract. The technical-administrative specifications were approved in plenary on April 27, 2006, and the contract was awarded on July 14, 2006, to Aqualia Gestión Integral del Agua, SA (currently FCC Aqualia, SA), with the contract being formalized on July 27 of that year. Point 5 of the third clause establishes that, from 2012 until the end of the concession, rates shall increase or decrease “in the same proportion” as the National General Index of the Consumer Price Index System published by the National Statistics Institute (INE).
The review is further supported by the Non-Tax Patrimonial Provision (PPNT) Ordinance for the drinking water supply and sanitation and sewerage service, initially approved on November 7, 2024, and definitively on December 30, 2024 (BOP No. 249, 6342/2024). The concessionaire’s proposal, with NRE 2834 dated October 19, 2026, applies the year-on-year CPI from September 2025 to September 2026, set at 4.90%, and includes a mayoral order and a Secretariat report of the same date.
Five votes in favor and four against
The matter was voted on without debate and by ordinary vote, at the proposal of the mayor-president, Inmaculada Francisca Vicente García de la Trenada, with the following result:
- Five votes in favor, corresponding to the PSOE group.
- Four votes against, from the PP group.
The agreement is adopted under the powers conferred upon the plenary session by Law 7/1985, of April 2, Regulating the Bases of Local Government, and the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The text provides for notification to be given to the concessionaire company and the Municipal Treasury and orders the publication of the agreement and the updated rates in the provincial bulletin, entering into force “on the date determined therein.”
The rates to be applied in 2027
The approved amounts, including the 4.90% increase, are as follows:
- Water supply, fixed fee: 22.047 euros per quarter.
- Water supply, variable fee: 0.887 euros/m³ from 1 to 10 m³ per quarter.
- Water supply, variable fee: 1.106 euros/m³ from 11 to 25 m³, from 26 to 50 m³, and above 51 m³ per quarter.
- Sewerage, fixed fee: 14.655 euros per quarter.
- Sewerage, variable fee: 0.231 euros/m³ across all consumption brackets.
The final bill for each household will therefore depend on two fixed components charged every quarter regardless of consumption and a variable bracket linked to the cubic meters actually used.
Impact on the bill and municipal accounts
The update increases the bill for all households in the municipality, including those with the lowest consumption, as the increase applies to both the fixed and variable fees of both services. For the City Council, it means ceasing to finance with its own resources a revision that the 2006 contract required to be passed on to the rates, which frees up funds from the ordinary budget and redirects them, according to the agreement itself, toward investments in the municipality.
The measure comes after several revision proposals put forward by the concessionaire and the approval of the ordinance that provided regulatory coverage for the service in 2024, and establishes the criterion that will likely be repeated in subsequent years for the duration of the concession.
