Casar de Cáceres approves its strategic grant plan for 2026-2028

The Plenary of the Casar de Cáceres City Council initially approved, in an extraordinary urgent session held on 6 August 2026, the Strategic Subsidies Plan for the years 2026-2028. The agreement is published in the Official Bulletin of the Province of Cáceres, which opens a 30-day period of public information for associations, entities and citizens to submit the allegations they deem appropriate.

The plan is processed in accordance with articles 49 and 70.2 of Law 7/1985, of 2 April, regulating the Bases of Local Government, and with article 56 of the Consolidated Text of Local Government, and complies with article 8.1 of Law 38/2003, of 17 November, General Subsidies Law, which requires local entities to prepare their strategic plan prior to the creation of aid, in line with Royal Decree 887/2006, of 21 July. The document, signed on 11 August by the mayor-president, Marta Jordán Ordiales, is structured in six chapters and distributes its lines across three areas of competence: social action, education and culture, and sports.

Social action: family respite, vital minimums and contingencies

The social action chapter concentrates three subsidy lines, financed with the economic collaboration of the Regional Government of Extremadura:

• Family Respite (10,275.20 euros): respite and accompaniment service for regular non-professional caregivers of people with a recognised disability equal to or greater than 33% and a degree of dependence.
• Vital Minimums (21,344.88 euros): guarantee of access to basic supplies (electricity, water, gas, sewerage and waste) for family units with income below 120% of the IPREM, increased by 8% for each member of the household unit.
• Extraordinary Social Support Grants for Contingencies (22,506.04 euros): targeted and non-periodic benefits for unexpected basic subsistence needs, with an income threshold of 130% of the IPREM.

Both social programmes require legal age or emancipation and residence in the municipality for at least six months before the application; aid is resolved in order of submission until funds are exhausted.

Education and culture: from school supplies to competitions

The education and culture chapter, largely managed through the “Helénides de Salamina” Popular University, provides for these lines with own funds from chapter four of the budget:

• School Supplies (€12,000): direct grant for students in the second cycle of early childhood education, primary, secondary, baccalaureate, and vocational training for the 2026/2027 academic year, registered in the municipality and with purchases justified at local establishments during August and September 2026.
• Promotion of Local Associations (€4,000): competitive bidding with a deadline of 20 business days for cultural and social associations in the municipality.
• Carnival Contests (€4,035): posters, Bujacos, murgas, and parades of adult, youth, and children’s comparsas.
• “FOTOCASAR” Photography Contest and “Helénides de Salamina” Literary Contest (€2,700), along with the Academic Excellence Awards (€1,250).

Sports: competitive bidding and nominal subsidies

In sports, the plan reserves €4,000 for promoting sports practices under competitive bidding, in which local sports clubs and associations with valid registration in their federation may participate, with a maximum of one application per entity. It also establishes nominal subsidies charged to the municipal budget with planned execution from 2026 to 2028:

• 3410/480.03 – Aid to Municipal Sports Schools.
• 3410/480.04 – Aid to the Casar Sports Association.
• 3410/480.06 – Aid to the Football Sports Club.

Deadline for claims and control

The plan is subject to public information for 30 days from the day after its publication in the bulletin, and it may be consulted at municipal offices and on the city council’s electronic headquarters. If no claims are submitted, the agreement shall be deemed finally approved. During its validity, the Mayor’s Office-Presidency must submit to the Plenary an annual evaluation report in the first quarter of each year and a final report with the degree of compliance and proposals for the next plan.

Approval of the document does not in itself generate payment rights, but it does organize and provide certainty to the calls that associations, clubs, and families of Casar de Cáceres expect in the next three years, by linking each line to its objectives, foreseeable costs, and grant regime, in application of the transparency principle of the general subsidy regulations.
