Cartagena will have a new public preschool in Cuatro Santos

The Official Gazette of the Region of Murcia (BORM) number 209, dated September 10, 2026, publishes the Resolution of September 7, 2026, which provides for the publication of the collaboration agreement between the Autonomous Community of the Region of Murcia, through the Department of Education and Vocational Training, and the City Council of Cartagena for the creation of the “Parque de la Rosa” Municipal Early Childhood Education School, in the Cuatro Santos neighborhood of Cartagena. The agreement, signed on September 2, 2026, provides for a newly constructed center with 6 units destined for the first cycle of early childhood education (0 to 3 years).
The agreement was signed by the Councilor for Education and Vocational Training, Víctor Javier Marín Navarro, and the Mayor of Cartagena, Noelia María Arroyo Hernández, and its execution was authorized by Agreement of the Governing Council of the Region of Murcia on July 31, 2026. The publication is ordered by the Secretary General of the Department, Carmen María Zamora Párraga, under article 14 of Regional Decree 56/1996, of July 24, regarding the processing of agreements within the scope of the Regional Administration.
Purpose and location of the center
The purpose of the agreement is the cooperation between both administrations for the creation, as a new construction, of the municipal school, its inclusion in the educational programming, and the determination of the criteria for its financing and operation. The center will be located at 70 Pedro Díaz Street, in the Cuatro Santos neighborhood of Cartagena, and will have 6 units.
The school shall comply with the regulations of Organic Law 8/1985, of July 3, regulating the Right to Education, and Organic Law 2/2006, of May 3, on Education, and must meet the minimum requirements demanded in Royal Decree 132/2010, of February 12, and in Royal Decree 1004/1991, of June 14. It will provide teaching for the first cycle of Early Childhood Education in accordance with Royal Decree 95/2022, of February 1.
Obligations of the parties
The Department of Education and Vocational Training is obliged to:
- Include the school in the educational programming.
- Process the decree for the creation of the center and register it in the Registry of Teaching Centers of the Region of Murcia.
- Exercise the information, advisory, and control functions inherent to the Educational Inspection.
For its part, the City Council of Cartagena, as the owner of the center, assumes:
- Covering all operating expenses of the center.
- Maintaining the building in adequate condition.
- Delivering the curriculum corresponding to the first cycle of Early Childhood Education.
- Providing the center with the professionals necessary for its operation.
Monitoring and validity
A Monitoring, Surveillance, and Control Commission is established, consisting of five members: the general director competent in matters of educational centers, who shall act as president, two officials appointed by him, and two officials appointed by the city councilor competent in matters of education of the City Council, one of whom shall act as secretary.
The agreement shall take effect from its signing and shall have a duration of four years, expressly extendable for another four, in accordance with Article 49 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector. It shall be terminated upon the expiration of the term, breach of commitments, the approval of the creation of the school by decree of the Governing Council, mutual agreement, or non-compliance with educational regulations.
The creation of this municipal school expands the public offer of places for children aged 0 to 3 in Cartagena, in line with the LOMLOE mandate to progressively increase the public offer in the first cycle of Early Childhood Education. For the families of the Cuatro Santos neighborhood, it represents a new municipal educational resource, funded by the City Council and supervised by the Regional Ministry, which reinforces early schooling in the city.
