Cartagena tenders propulsion spare parts for the vessel Hespérides for 1.5 million

The Intendant of Cartagena has called for tenders for the supply contract of spare parts for the propulsion control system and the rectifier and DSG systems of the oceanographic vessel Hespérides, with an estimated value of 1,500,000.00 euros. The announcement is published in the Official State Gazette (Boletín Oficial del Estado) number 206, dated August 22, 2026, section V-A, page 44686, with official reference BOE-B-2026-27608, and bids may be submitted until 12:00 PM on August 31, 2026.

The contracting authority is the Intendant of Cartagena (NIF S3015002C), located at Muralla del Mar, 18, acting as a state authority whose primary activity is defense. The contract, identified by file 2026/AR44U/00003792E and internal reference 2026ORM00013, is processed via an accelerated open procedure, declared urgent as indicated in the justifying memorandum.

Object and technical characteristics

The supply is part of the JEMAN program and is intended for the vessel Hespérides, an oceanographic ship of the Navy. The delivery of materials will take place in zone ES62, and the contract will have a duration between September 30 and December 30, 2026, from the formalization of the contract until that date or until the exhaustion of the resource.

Award criteria

The award will be made according to automatically quantifiable criteria, with the following weighting:

  • Itemized price (weighted): 55% (maximum 55 points)
  • Delivery time: 25% (maximum 25 points)
  • Assumption of component cataloging costs: 15% (maximum 15 points)
  • Extension of warranty on materials and works: 5% (maximum 5 points)

To participate, bidders must prove their capacity to act, not be subject to any prohibition from contracting or incompatibilities, be up to date with Social Security and tax obligations, and be pre-registered in the ROLECE. Foreign companies must declare their submission to Spanish legislation, and economic and financial solvency (annual turnover figure) as well as technical and professional solvency (works performed and quality control certificates) are required.

Calendar and opening of bids

Bids shall be sent to the Contracting Unit of the Cartagena Arsenal (Real, s/n, 30201 Cartagena). The planned calendar is as follows:

  • August 31, 2026, 12:00 p.m.: deadline for receipt of bids
  • September 1, 2026, 12:00 p.m.: opening of the administrative envelope (private)
  • September 7, 2026, 11:00 a.m.: opening of the economic offer envelope (public)
  • September 17, 2026, 12:10 p.m.: deadline for filing appeals

The bidder shall be obliged to maintain their offer for three months. The announcement was sent to the Official Journal of the European Union on August 19, 2026, following its prior publication in the OJEU on August 18. The announcement is signed by the mayor of Cartagena, Fernando Pérez González, on August 19, 2026.
