Carrera profesional: publicada la relación definitiva de los facultativos de Atención Especializada

The Canary Islands Health Service has made public the final list of approved and rejected professional career applications for Specialized Care medical staff, corresponding to the 2025 ordinary procedure. The decision was signed by the director of the organization, Adasat Goya González, on September 25, 2026, and published in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) no. 200, of October 6, 2026, starting on page 36014. The placement into the different levels, with their corresponding salary supplement, takes economic effect from January 1, 2026.

The professional career is a form of horizontal promotion that allows for progression through paid levels without changing job positions. It is regulated by Decree 278/2003, of November 13, which develops the model for medical staff of the Canary Islands Health Service (BOC no. 223, of 14.11.2003), within the framework of article 40.2 of Law 55/2003, of December 16, of the Framework Statute. The procedure is completed by Instruction no. 10/2019, from the director of the SCS, and by the seventeenth additional provision of Law 19/2019, of December 30, which recognizes the right to placement for temporary staff.

The previous professional practice requirements are 5 years for level 1, 10 for level 2, 16 for level 3, and 23 for level 4, equivalent to 1,825, 3,650, 5,840, and 8,395 days of services rendered. Applications were submitted between April 1 and July 7, 2025, and were evaluated by the Evaluation Commission for the Professional Career of Medical Staff, appointed by Resolution no. 1406, of April 11, 2025. Following the provisional list approved by the Resolution of March 9, 2026 (BOC no. 56, of 23.3.2026) and the closing of the claims period on April 8, 2026, the Commission met on September 17, 2026. Another resolution is published in the same gazette, no. 3440, regarding level 5 through the exceptional procedure of Instruction no. 8/2025.

Three annexes with the final result

  • Annex I: applications that do not meet the requirements and conditions necessary for placement in any level or a level higher than the one already recognized.
  • Annex II: applications rejected for not passing the merit evaluation, with the detail of credits and the applied cause (A to H, ranging from a lack of credits in teaching or research to a lack of credits in continuing education).
  • Annex III: approved applications, indicating the level recognized for each professional.

The annexes occupy pages 36035 to 36056 of the bulletin and list the professionals by specialty, from Allergology to Urology, with the identity number partially hidden. The resolution orders the publication of the text and its annexes in the Boletín Oficial de Canarias and on the SCS website, under the “Carrera Profesional” section.

The MIR training period, the central reason for the dismissals

The Commission dismissed the claims of the physicians who requested that the training period to obtain the specialist degree be valued as time of services rendered. The argument is that this period does not comply with Decree 278/2003 nor with Instruction No. 10/2019 (fourth instruction B).

Among the resolved cases are:

  • José Ángel Bonny Cumplido, Allergology, with 7,308 days, below the 8,395 required for level 4.
  • Cristina Escot Rodríguez, Intensive Care Medicine, with 771 days, compared to the 1,825 for level 1.
  • Magdalena Paszkowska, Anesthesiology and Resuscitation, with 4,228 days, compared to the 5,840 for level 3.
  • Marta Jiménez Campillo, Pathological Anatomy, who claimed regarding the computation of services at the University Hospital of La Palma.

In the claims against Annex II, the Commission rejected new merits in teaching and research submitted after the deadline, in accordance with article 7.2 of Decree 278/2003, in files such as those of Judit Díaz Martín, Cristina García López, Alberto Lago Alonso, Diana Fuentes Quintas, Patricia González Iglesias, and María Isabel Artiles Armas.

Out-of-time claims and requests without interested party status

The Commission did not address the allegations submitted after April 8, 2026, the last day of the deadline:

  • Eduardo Sobejano Fuertes, Matilde Clara Gil Villena, Ester Morcillo García, Javier Valderrey Pulido, Miriam Urcola Pérez, Aida Tindaya Igareta Herraiz, Dolores Sabina Romero Ramírez, Patricia Martín Serrano, and Lucas San Juan Riera.

Nor did it admit those of individuals who do not have the status of an interested party in the 2025 ordinary procedure: Jano Manuel Rubio García, Joel Sergio Trejo Falcón, Néstor Betancor Rivera, María Dolores Marichal Pérez, María Luisa Naranjo Báez, Cristina Gil Civantos, and Desirée González González. Additionally, Rosa Pedraza Merino, Area Specialist Physician in Microbiology and Parasitology, did not appear in the provisional resolution; the Commission maintains the dismissal of level 1 as she has 1,094 days compared to the 1,825 required and incorporates her into Annex I. The claim of Mario Alberto Gómez Culebra, from Pediatric Surgery, is dismissed as no request was recorded in the procedure.

Deadlines and means of appeal

  • Economic effects of the classification: from January 1, 2026.
  • Contentious-administrative appeal: two months from the day following notification, before the Courts of First Instance.
  • Optional appeal for reversal: one month before the Directorate of the Canarian Health Service.
  • Publication: Official Gazette of the Canary Islands and the SCS website.

The resolution closes the 2025 ordinary procedure and affects the level and the remunerative supplement of hundreds of physicians in Canarian public hospitals, who now know definitively whether they are promoted in level or if their application remains outside the professional career system.
