Carracedelo approves charging 12,121 euros for the urbanization of Posada del Bierzo

The Plenary of the Carracedelo City Council has definitively approved the imposition and organization of special contributions for the urbanization of Avenida de los Jardines and San Isidro Street, in Posada del Bierzo. The agreement was adopted in an ordinary session on September 29, 2026, and is published in the Official Gazette of the Province of León number 191, dated October 7, 2026, with the reference BOP-LE-2026-191002. The amount to be distributed among the beneficiary owners amounts to 12,121.30 euros.

The file, processed under number 855/2025, stems from the provisional approval agreed upon by the Plenary on December 18, 2025. The agreement remained open to the public for thirty days, following an announcement on the municipal electronic headquarters, on the notice board, and in the Official Gazette of the Province number 2, dated January 5, 2026, with personal notification to the taxpayers, and no objections were filed.

The report was issued by the Special Commission on Accounts and Information on Finance, Internal Regulations, and Human Resources. The vote consisted of seven votes in favor from the councilors of the Popular Municipal Group and three abstentions from the councilors of the Socialist Municipal Group, out of the eleven members that make up the Corporation.

Cost of the work and distribution base

The contribution is legitimized by the benefit or increase in value that the public work generates for the assets of the taxpayers. The projected cost is set according to the following concepts:

• Total cost of the work: 52,739.47 euros.
• Contribution from JyL: 35,931.28 euros.
• Contribution from the Carracedelo City Council: 16,808.19 euros.

The amount borne by the City Council is broken down into the municipal contribution to the works (11,977.09 euros), project drafting fees (1,610.37 euros), construction management fees (2,818.14 euros), and health and safety coordination fees (402.59 euros). The amount to be distributed among the beneficiaries is set at 12,121.30 euros, equivalent to 72.12% of the cost borne by the City Council, as a mere forecast: if the actual cost differs from the projected one, the tax quotas will be recalculated.

Distribution module and individual quotas

As it is a classic street with organization by alignment, regulatory height, buildable depth, and defined number of floors, the linear meters of the facades of the affected properties are applied as the distribution module. The module totals 257.90 meters, with a unit value of 47.00 euros per meter.

The annex to the agreement lists thirteen individual quotas, among which the following stand out:

• Heirs of Darío Martínez Rivera (cadastral ref. 7923101): 1,762.50 euros for 37.50 meters, the highest quota.
• Plácido Rodríguez González (ref. 7924602): 1,447.60 euros.
• Ángel and 3 others Merayo Vidal (ref. 7923104): 940.00 euros.
• Heirs of Pedro Rodríguez Morán (ref. 7823003): 911.80 euros.
• Vicente Merayo Méndez (ref. 7823004): 902.40 euros.
• Heirs of Manuel Álvarez Rodríguez (ref. 7923107): 902.40 euros.
• Heirs of Manuel Bello Cuadrado (ref. 7823002): 897.70 euros.
• Heirs of Darío Martínez Rivera (ref. 7923101): 893.00 euros.
• Victoria Merayo Gallego (ref. 7923102): 864.80 euros.
• Laura and 6 others Merayo Vidal (ref. 7923103): 860.10 euros.
• Antonio Morán Morán (ref. 7823001): 836.60 euros.
• Vicenta Bello Carrera (ref. 7923108): 526.40 euros.
• Venancio Bello Carrera (ref. 7923109): 376.00 euros.

Publication, notification, and appeal process

The agreement orders the text to be published in the Official Provincial Gazette and for the interested parties to be individually notified of the resulting quota of the approved contribution. For matters not provided for, the current general ordinance on special contributions shall apply.

An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León within two months from the day following publication, in accordance with Article 19.1 of Royal Legislative Decree 2/2004, of March 5. The announcement is signed by the mayor, Raúl Valcarce Díez, in Carracedelo on October 1, 2026.

The final approval closes the process initiated nearly a year ago and transfers to the owners of Posada del Bierzo the cost of a work that will improve the accessibility of Avenida de los Jardines and San Isidro Street. The City Council will recover 12,121.30 euros of the 16,808.19 euros advanced, while the thirteen individually notified receipts are now due in accordance with the municipal ordinance.
