Carnival 2027 opens hiring for groups with 2,600 euros per performance

The Provincial Culture Foundation of the Provincial Council of Cádiz has opened the call for Carnival Group Resources 2027, which will allow for the hiring of performances by choirs, comparsas, chirigotas, and quartets in municipalities of up to 50,000 inhabitants. The call was approved by Decree of the Vice President of the Foundation, dated 09/10/2026, and is published in the B.O.P. of Cádiz no. 198, dated October 14, 2026, with the official reference No. 349.014.

Purpose and scope of the program

The Carnival Program 2027 will take place between February 6 and March 14, 2027, and aims to coordinate and carry out carnival performances in municipalities with populations of up to 50,000 inhabitants and in the Autonomous Local Entities of the province of Cádiz, to improve the quality of cultural programming in the territory.

• Scope: municipalities of up to 50,000 inhabitants and Autonomous Local Entities of the province of Cádiz.
• Admitted modalities: choirs, comparsas, chirigotas, and quartets, regardless of their participation in the Official Contest of Carnival Groups (COAC).
• Applications: one per carnival group.
• Applicants: natural persons registered under the special regime for self-employed workers or legal entities with the capacity to contract with the Public Administration.

The edict recalls that the Carnival of Cádiz has been declared an Asset of Cultural Interest with the typology of carnival performance of Ethnological Interest, according to Decree 609/2019, of December 10, and is registered in the General Catalog of Andalusian Historical Heritage.

Amounts and contracting limits

The amount for each carnival performance shall not exceed, under any circumstances, 2,600.00 euros (VAT included). This amount includes all expenses derived from the performance: fees, transport, per diems, accommodation, meals, scenography, and insurance.

• Sound and lighting rental costs are excluded from the budget and must be provided by the requesting municipality.
• The Provincial Culture Foundation will not enter into contracts with the same provider for an amount equal to or greater than 15,000.00 euros (VAT excluded), in application of Law 9/2017, on Public Sector Contracts.
• Any change of date, time, or venue for the performance will require express and prior authorization from the Foundation, coordinated with the corresponding city council or local entity.
• The call may remain partially or totally void.

Deadline and electronic submission

The deadline for submitting applications is 20 calendar days starting from the day following the publication of the call in the Official Gazette of the Province of Cádiz and on the Notice and Edict Board of the Provincial Council.

The process is structured in two mandatory phases:

• Phase 1: completion of the form hosted on the Foundation’s website (“Carnaval 2027” section) and electronic identification via digital certificate and the Autofirma application.
• Phase 2: submission through the Electronic Office of the Provincial Council of Cádiz, using a digital certificate or Cl@ve pin/permanent.
• Correction of errors: 10 business days, in accordance with article 68.1 of Law 39/2015, of October 1.
• Documentation following selection: third-party form, certificate of registration in the IAE (Economic Activities Tax), certificate of no debts with the State Treasury and Social Security.
• Invoicing: by electronic means through FACE.

Validity and effects

Inclusion in the 2027 Management of Carnival Group Resources does not imply any obligation of contracting on the part of the Provincial Foundation of Culture. The call for applications is valid exclusively for the 2027 fiscal year, and applicants submit themselves, in case of conflict, to the Courts and Tribunals of Cádiz. The edict is signed by the Vice President of the Provincial Foundation of Culture, María Vanessa Beltrán Morales.

The call opens a stable contracting channel for the Cádiz carnival sector and reinforces the cultural programming of small and medium-sized municipalities in the province, which will be able to contract quality performances at a fixed price during the Carnival season.
