Por FactBox Admin

The Territorial Delegation in Seville of the Ministry of University, Industry, Energy and Innovation of the Regional Government of Andalusia has opened for public consultation the request for prior administrative authorization and administrative construction authorization for the HSF Carmona Solar photovoltaic solar installation, with an installed capacity of 4.99 MW, promoted by the company PVSS Al Andalus Project S.L. in the municipality of Carmona. The procedure is announced in the Official Gazette of the Province of Seville number 206, corresponding to Friday, October 23, 2026, with the official reference BOP-SE-2026-206025. Any natural or legal person has a period of thirty (30) days from the day following the publication to submit allegations.
The legal framework of the procedure
The announcement is issued for the purposes of Article 125 of Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, marketing, supply, and authorization procedures for electrical energy installations. The declared purpose of the plant is the production of electrical energy using photovoltaic technology, categorized under group b.1.1 of Royal Decree 413/2014, of June 6.
The administrative file is 294.454, with registration number R.E.G. 6.411, and the document appears signed on October 9, 2026, by the territorial delegate, Iván Pestaña Ruiz, on pages 218 and 219 of the gazette.
Who promotes it and where it is located
- Petitioner: PVSS Al Andalus Project S.L., with CIF B44690212.
- Address: calle Cuna 16, 1.º, 41004 Seville.
- Affected municipality: Carmona.
- Location of the installation: polygon 50, plots 13 and 110.
- Geometric center: UTM coordinates X 262,562 m, Y 4,152,406 m.
Technical specifications of the installation
The projected plant combines a peak power higher than the nominal power, with the following published parameters:
- Photovoltaic module power (peak): 6.79 MWp.
- Installed power in inverters: 4.99 MW.
- Maximum evacuation power: 4.99 MW.
- Number of modules: 9,632 units, monocrystalline bifacial, 705 Wp each.
- Single-axis solar tracker.
- Sungrow SG350HX string inverter of 350 kVA, limited to 332.67 kVA.
- Internal medium voltage network at 15 kV and two transformation centers, with transformers of 2.00 MVA and 3.00 MVA.
- Evacuation voltage of 15 kV and connection point at the 15 kV buses of the SET Carmona, owned by E_distribución Redes Digitales SLU.
An evacuation line of 4.27 kilometers
The evacuation infrastructure is resolved using buried braided aluminum cable with 36 kV insulation, with a total length of 4,272 meters divided into two sections. The first, from the sectioning center to the protection and measurement center, measures 757 meters with a cross-section of 240 mm². The second, from that center to the connection point at the SET Carmona, reaches 3,515 meters with a cross-section of 630 mm², because another 5 MW cell owned by a different developer is added at the protection and measurement center, meaning the section transports 10 MW. The installation is classified as Type C according to Royal Decree 647/2020.
The technical project is titled Parque Fotovoltaico Carmona Solar, accompanied by a responsible declaration dated September 10, 2025, and its author is the industrial engineer Antonio Pravia Brugarolas, member number 7,298 of the Official College of Industrial Engineers of Western Andalusia.
How to consult and object
The documentation can be examined at the headquarters of the Territorial Delegation, at Avenida de Grecia, no number, 41071 Seville, Monday to Friday between 9:00 and 14:00 hours and by prior appointment. The announcement is also disseminated through the Transparency portal of the Junta de Andalucía, in the participation section of the industry, energy, and mines area.
The procedure directly affects the landowners of polygon 50 of Carmona and those who have already appeared in the file, who have this 30-day window as their formal opportunity to object to the prior authorization and the construction authorization. The publication also opens the door to observations of an environmental or urban nature, or regarding the impact on the evacuation network shared with another developer, a relevant point in a region with strong pressure from photovoltaic projects.
