Carmona initially approves the 2027 budget and the municipal staffing plan

Por FactBox Admin

Carmona aprueba inicialmente el presupuesto de 2027 y la plantilla municipal

The Plenary of the Carmona City Council initially approved, in an ordinary session held on October 30, 2026, the corporation’s General Budget for the 2027 fiscal year along with the personnel staffing plan. The agreement is published in the Official Gazette of the Province of Seville, number 213, dated November 4, 2026, section I (Local Administration), page 32, via an announcement signed by the mayor-president, Juan Manuel Ávila Gutiérrez, with the official reference BOP-SE-2026-213007.

The announcement activates the public exhibition process provided for in Article 169 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. Consequently, next year’s accounts and the council’s list of job positions begin their formal process: the file is available to interested parties, and only an express claim prevents the initial approval from becoming final.

The document does not detail the global amount of the 2027 budget in the announcement, which will be known upon the publication of the summary by chapters once the period for allegations has closed.

Fifteen business days to claim

The text establishes the conditions of the public information process, which are summarized in three points:

  • Deadline: fifteen business days starting from the day following the publication of the announcement, that is, from November 5, 2026.
  • Place of consultation: Intervention Office of the Carmona City Council, calle El Salvador 2, 41410 Carmona.
  • Legal effect: claims must be submitted to the City Council itself; if none are filed, the budget and staffing plan will be definitively approved without further procedure.

The corporation makes the agreement public “for general knowledge,” so that the file and the mandatory documentation can be examined during that period.

The immediate precedent: 42.6 million for 2026

The closest reference to measure the scope of the new accounts is the budget for the current fiscal year, initially approved by the Plenary on July 13, 2026, and definitively on August 18, 2026, and published in the Official Gazette of the Province of Seville, number 162, dated August 21, 2026 (reference BOP-SE-2026-162004).

That budget closed with a balanced statement of income and expenditure at 42,577,057.49 euros, with these main figures for the expenditure statement:

  • Personnel expenses: 18,285,504.42 euros.
  • Expenses for current goods and services: 9,623,841.07 euros.
  • Current transfers: 12,571,760.27 euros.
  • Real investments: 978,229.56 euros.
  • Capital transfers: 236,404.26 euros.

The same document included the revenue and expenditure forecast for the municipal company LIMANCAR, S.L.U., whose personnel expenditure chapter amounted to 5,354,261.22 euros.

Credit modifications closing the fiscal year

The publication of the 2027 budget coincides in the same issue of the bulletin with two credit modifications for the 2026 fiscal year, approved by the Plenary on September 25, 2026, and now final as no claims were filed:

  • Modification number 44, under the modality of extraordinary credit and financed through reductions in expenditure applications, for 9,070.43 euros, intended for the restoration of the Virgen de la Alameda by the Andalusian Institute of Historical Heritage (IAPH) and the 3D digitalization and copying of the image (reference BOP-SE-2026-213008).
  • Modification number 47, under the modality of credit supplement and financed with treasury surplus for general expenses, for 256,577.69 euros, for the urbanization works of the alameda on the Brenes road (reference BOP-SE-2026-213009).

Both actions are equally supported by Article 169 of the Royal Legislative Decree 2/2004, of March 5.

What this means for residents

The initial approval of the budget and the staffing plan is the moment when taxes, investments, and the volume of municipal employment for the coming year are outlined, and the public exhibition period is the only direct way to challenge them before they become final. For the Carmona City Council, the calendar repeated in recent years—initial approval in summer or autumn and final publication weeks later—now shifts the focus to the 2027 accounts, the breakdown of which by chapters will arrive after the close of the claims period opened with this announcement.
