Carmona opens job bank to hire temporary social educators

The Most Excellent City Council of Carmona has approved the guidelines for the creation of a job bank intended for the selection of temporary personnel in the professional category of Social Educator, as labor personnel of the corporation. The call, signed by the mayor Juan Manuel Ávila Gutiérrez via Mayoral Decree No. 003168/2026, dated August 18, 2026, is published in the Official Gazette of the Province of Seville, number 171, dated September 3, 2026, with reference BOP-SE-2026-171012.

Purpose and validity of the job bank

The job bank will allow the corresponding Area of the City Council to cover temporary labor contracting needs for social educators when required by the service. In general, the validity of the job bank will be six years from the day of its publication, and the new list annuls existing job banks within the functional scope of this call.

Those already providing services for the City Council of Carmona through a temporary relationship due to membership in any job bank may participate to opt for further contracts. The process will be governed by the guidelines and, in their absence, by the applicable state regulations, which include Royal Legislative Decree 2/2015 (Workers’ Statute), R.D. Legislative 5/2015 (Basic Statute of Public Employees), and R.D. Legislative 781/86 on Local Government.

Requirements and submission of applications

Applicants must meet the following requirements:

  • Hold Spanish nationality, nationality of an EU member state, or legal residence in Spain, under the terms provided in the guidelines.
  • Have reached 16 years of age and not exceed the maximum compulsory retirement age.
  • Possess a University Degree in Social Education or a Diploma, Licentiate, or Degree enabling the professional practice of social education, or an equivalent qualification.
  • Have the functional capacity to perform the tasks and not be disqualified or separated from the service of Public Administrations.

Applications shall be submitted within a period of 10 calendar days from the day following the publication of the call in the BOP, preferably through the Electronic Office of the City Council of Carmona (sede.carmona.org), although they are also accepted at the General Registry of the Citizen Service (SAC), at calle El Salvador, 2, in Post Offices, and in diplomatic or consular representations.

Selection system and examination rights

The procedure will be a competitive examination (concurso-oposición), consisting of two phases:

  • Competitive Examination (maximum 30 points): a multiple-choice test consisting of 40 questions with four alternatives, to be completed in a maximum of 60 minutes, with a penalty of 0.15 points for each incorrect answer; a minimum of 15 points is required to pass.
  • Merit Assessment (maximum 20 points): evaluation of merits such as additional academic qualifications, tests passed in selection processes, and language proficiency according to the Common European Framework of Reference.

Examination fees amount to €15.75, with a 50% reduction for those registered as job seekers who are not receiving unemployment benefits, subject to prior accreditation before the State Public Employment Service (S.P.E.E.). The lists of admitted and excluded candidates will be published on the Notice Board, with a period of five business days to correct any defects.
