Carcelén aprueba 331.214 euros para construir su sala de duelos municipal

The Carcelén City Council has definitively approved the extraordinary credit of 331,214.11 euros destined for the construction of a municipal mourning room. The agreement is published in the Official Gazette of the Province of Albacete no. 129, dated November 6, 2026, Third Section (Local Administration), page 16, with official reference 30,374, and comes after no claims were filed during the public exhibition period.

The affected file is credit modification number 4/2026, in the modality of extraordinary credit due to higher income, applied to the 2026 fiscal year budget of the Carcelén City Council. The operation stems from the agreement of the Extraordinary Plenary Session of April 30, 2026, which was later corrected due to an error in the budget line number: the rectification was approved in the Extraordinary Plenary Session of October 1, 2026, and submitted for public information via an announcement published in the Official Gazette of the province on October 7, 2026.

The now-published announcement confirms that, after the deadline passed without allegations, the file “is considered definitively approved,” with the publication of the summary by chapters of the introduced modifications. The processing is supported by Article 169.3 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries, in relation to Article 177.2 of the same text and sections 1 and 2 of Article 38 of Royal Decree 500/1990, of April 20**.

The chosen modality is that of extraordinary credit financed by higher income, meaning resources that exceed the initial forecast of the municipal budget. The announcement does not detail the specific origin of these higher incomes nor the execution schedule of the work.

An investment of 331,214 euros in budget line 933 609

The summary by chapters includes a single entry in expenditure lines:

  • Budgetary application 933 609, “Other new investment. Construction of municipal mourning room”.
  • Initial credits: 0.00 euros.
  • Extraordinary credits: 331,214.11 euros.
  • Final credits: 331,214.11 euros.
  • Total allocated in the file: 331,214.14 euros.

The budget line starts from zero, meaning that the entirety of the expenditure planned for the mourning room comes from the approved extraordinary credit and not from previous allocations of the 2026 budget.

Allegations, appeals, and signature

Against the definitive approval of the file, the announcement opens the path for a direct contentious-administrative appeal “in the form and deadlines established by the rules of said jurisdiction,” without passing through prior administrative reconsideration. The document appears signed in Carcelén on October 30, 2026, by the mayor-president, Antonio Moreno Hernández.

The same issue of the bulletin includes two other actions by the Carcelén City Council that complete the municipal financial picture: a credit supplement due to higher state tax revenues of 3,574.71 euros (file 11/2026, initially approved on November 3 and displayed for fifteen days) and the fiscal ordinance for the fee for private use of the ground floors of the Castillo Conde de Casal, which is open for public information for thirty days.

It is worth specifying two points that appear in the official documentation. The error correction announcement of October 7 identified the file as number 4/2025, while the final approval announcement numbers it as 4/2026. Additionally, the sum of the item (331,214.11 euros) does not match the published total (331,214.14 euros), a difference of three cents.

Why it matters

For a small municipality like Carcelén, mobilizing 331,214 euros in a single investment is equivalent to committing a volume of expenditure far higher than that of usual current items, and doing so through an extraordinary credit for higher revenues implies that the work is financed with resources not initially foreseen. The publication closes the budgetary processing and enables the execution of the project, although the bulletin does not clarify the location, deadlines, or contracting method for the mourning room, data that must be specified in subsequent municipal announcements.
