Carcaboso approves its municipal plan regarding flood risk

The Plenary of the Carcaboso City Council approved the municipal action plan for flood risk in the municipality during its ordinary session on September 25, 2026. The agreement is published in the Official Gazette of the Province of Cáceres number 0186, dated September 29, 2026, with the official reference BOP-2026-4506 and the signature of the mayor-president, Luis César Santos de la Rúa. The document establishes the municipal system for information, forecasting, alert, and action in the event of flood emergencies.

The objective of the plan is to ensure maximum protection for people, property, and the environment during flood episodes within the municipal district. Its drafting was carried out by AQUADUCTO Ingeniería y Servicios Extremeños, S.L., the company tasked with preparing the municipal planning instrument.

Prior to the plenary approval, the General Directorate of Civil Protection and Emergency Response verified that the document meets the required technical requirements and the minimum contents established in the Special Civil Protection Plan against Floods of the Autonomous Community of Extremadura (INUNCAEX).

Favorable report from the Civil Protection Commission

The Permanent Civil Protection Commission of the Autonomous Community of Extremadura, in a session held on August 5, 2026, issued a favorable report on the plan. This regional endorsement completes the prior processing required before approval by the municipal Plenary.

With both endorsements, the Carcaboso City Council closes the technical and sectoral validation procedure for the instrument, a preliminary step before its entry into force and its operational application in the municipality.

Organizational structure and annex

The Plenary also agreed to approve Annex I, regarding the components of the organizational structure, as an integral part of the plan. This annex determines the members of the management structure and the operational structure of the municipal system.

The definition of these bodies specifies who assumes the direction of the emergency and which personnel execute the protection measures on the ground.

Registration in the regional registry

Likewise, it was agreed to promote the registration of the plan in the Regional Registry of Civil Protection Plans of the Autonomous Community of Extremadura. This measure is adopted in accordance with the provisions of Decree 32/2023, of April 5, which regulates the Registry of Civil Protection Plans of Extremadura and establishes the structure, minimum content, approval regime, maintenance, and implementation of these planning instruments.

The agreement also includes proceeding with the implementation, maintenance, and review of the plan under the terms provided in the document itself and in the applicable civil protection regulations. The announcement is made public for general knowledge and for the appropriate purposes.

The approval provides Carcaboso with a formal response framework for floods, with alert protocols and the assignment of responsibilities among municipal staff. For residents, it means having a previously known system that organizes how the population is notified and how people and property are protected in the event of a flood.
