Carboneros definitively approves its 2026 municipal budget

The City Council of Carboneros (Jaén) has definitively approved the General Budget for the 2026 fiscal year, along with its Execution Bases and the Staffing Table for civil service and contractual personnel. The agreement, signed by Mayor Domingo Bonillo Avi, is published in the Official Gazette of the Province of Jaén, number 166, dated August 27, 2026, pages 13038 and 13039, under reference 2026/3921.
The budget is approved in accordance with article 169.1 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and article 20 of Royal Decree 500/1990, of April 20. The document is published as a summary by chapters, covering both current and capital operations, as well as the list of job positions for the municipality.
Budget Figures
The budget is balanced at 1,579,574.52 euros for both income and expenditure. Current operations concentrate the majority of the activity, while capital operations are highlighted by the weight of investments.
- Current income: 901,984.43 euros, with current transfers of 506,458.03 euros and direct taxes of 243,691.48 euros.
- Capital income: 677,590.09 euros, coming entirely from capital transfers.
- Current expenditure: 876,969.82 euros, with 419,406.81 euros in current goods and services and 384,693.40 euros in personnel remuneration.
- Real investments: 702,604.70 euros, the main expenditure item for the fiscal year.
Staffing Table
The approved list of job positions includes both career civil servants and permanent contractual staff, with a total of five positions.
- Secretary-Intervention (1 position, group A1, National Qualification scale, Secretary-Intervention sub-scale), permanent.
- Administrative Assistant (2 positions, group C2, General Administration), permanent.
- Multi-Service Worker (1 position, group C2, Special Administration-Special Services), permanent.
- Guadalinfo Center Coordinator (1 position, group C1), permanent.
Appeals and Deadlines
Against this agreement, pursuant to article 171.1 of the Recast Text of the Law Regulating Local Treasuries, a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Andalusia, based in Granada, within a period of two months from the publication of the announcement, in accordance with article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction. The filing of the appeal shall not, by itself, suspend the effectiveness of the challenged agreement, according to article 171.3 of the same regulation.
The final approval of the budget provides the municipality of Carboneros with its economic framework for the fiscal year, defining public services, the municipal workforce, and a significant capital investment chapter that will shape local activity and development during 2026.
