Carballo definitively approves the special plan for the SXVI1 road network in four sections

The Carballo City Council has definitively approved the Special Plan for Infrastructure and Facilities for the opening of the general road system SXVI1, in its sections B, C, D, and E. The agreement was adopted by the Municipal Plenary in an ordinary session on September 28, 2026, and was made public in the Official Gazette of Galicia (DOG) no. 209, dated November 2, 2026, on page 55028, under the official reference CVE-DOG: kma0otu3-pv35-lun9-a2h0-a0kllmlnyyu9.

The announcement is titled “ANNOUNCEMENT of definitive approval of urban planning instrument (file 2025/U035/000001)” and is inserted in section VI. Announcements, heading B) Local Administration. Its publication responds to the obligation to publicize the definitive approvals of planning instruments, so that the plenary agreement and the processed document remain accessible to interested parties.

The processing is based on article 186.4 of the Regulation of Law 2/2016, of February 10, on Galician land, approved by Decree 143/2016, of September 22, as well as article 82 of the same law and article 199 of its regulation. With these precepts as a framework, the Council officially launched a file that orders the opening of a structuring road network within the municipal term.

Four sections of the general road system

The special plan covers the opening of the SXVI1 in the following areas:

• Section B
• Section C
• Section D
• Section E

The approved instrument is a special plan for infrastructure and facilities, the figure provided to organize general systems and public facilities. Its definitive approval closes the municipal processing phase and turns the processed document into the current reference for the execution of the road network.

Technical documentation and authors

The plenary agreement was taken “according to the technical documentation presented on July 28, 2026, and September 10, 2026.” That technical work was drafted by:

• Ignacio Lázaro Quintela, registered architect no. 3,877 at the COAG

The express mention of the two documentation deliveries in the announcement reflects that the file incorporated contributions subsequent to the initial presentation before its definitive approval by the Plenary.

The definitive approval of the special plan of the SXVI1 has a direct impact on the owners and holders of interests in the area crossed by the road, who already have a processed document and an official reference to consult the layout and the determinations of the plan.
