Por FactBox Admin

The Carballedo City Council publishes in the Official Gazette of the Province of Lugo (BOP) no. 243, dated October 23, 2026, the full text of the Operating and Organization Regulations of the municipality’s Childcare Attention Point (PAI), approved in the plenary session of June 25, 2026. The publication, referenced as R. 2890, outlines the conditions for access, capacity, schedules, and organization of the municipal early childhood care service. The announcement is signed by the mayor, Julio M. Yebra-Pimentel Blanco, dated October 20, 2026.
The regulation is issued under Decree 329/2005, of July 28, which regulates juvenile centers and childcare centers; Decree 254/2011, of December 23, regarding the regime of registration, authorization, accreditation, and inspection of social services in Galicia; and Decree 330/2009, of June 4, which establishes the Early Childhood Education curriculum in the autonomous community. The Carballedo PAI is configured as a daytime establishment under municipal ownership, registered in the registry of social service provider entities under number E-0451, and its management is direct, funded by own resources, transfers from other administrations, and the public prices fixed in the corresponding fiscal ordinance.
Twenty places in a single unit
The center, located at Irmáns Dorrego street number 7, in Barrela, has a total capacity of 20 users and a single unit for children from 3 months to 3 years. The services offered are exclusively care-based and educational, with a single floor distributed into a lobby, kitchen, staff restroom, director’s office, break room, play and work room, changing area, and children’s restroom.
The regulation details the objectives of the service: to support families when socio-labor circumstances occur that prevent or hinder the care of children, to offer comprehensive care without discrimination, and to promote the socialization and integration of students with physical, psychic, or sensory disabilities.
Calendar, enrollment, and admission criteria
- The PAI is open from September to July, from 8:00 to 16:00 hours, except Saturdays, Sundays, holidays, and December 24th and 31st.
- In August, it remains closed for staff vacations and general cleaning.
- The enrollment period runs from July 1st to 30th, although it can be formalized at any time of the year if free spaces remain.
- The Carballedo City Council reserves 10% of the spaces for declared cases of social urgency.
- The priority order begins with registration in the municipality and includes having the child enrolled in the previous course, being a child of center staff, having siblings enrolled, justifying the employment of the parents, requesting a full-time schedule, being a large family, or being included in family intervention programs of the Department of Social Policy.
- Unjustified absence for 15 days is grounds for dismissal, as is non-payment of the fee or repeated failure to comply with the rules.
After admission, an adaptation period of a fortnight is established in which incorporation is progressive, extendable or reducible according to the assessment of the center’s coordination. Incomplete applications have 20 business days to amend the documentation.
Two professionals and kitchen service
The PAI staff consists of two professionals, one for care and another for support, in addition to the cleaning and maintenance staff dependent on the city council. The care staff assumes general coordination, official representation of the center, and the relationship with families, while the support staff is in charge of the individual monitoring of the students and the planning of the adaptation period.
The kitchen service consists of the distribution and consumption of food provided by the families themselves, who must authorize this practice in writing. The regulations also require maintaining a self-protection plan, an evacuation plan by dependency, a civil liability and accident insurance policy, a complaints book, and an individual file for each user.
Impact for families
The publication of the full text turns the regulation into a reference document consultable for families with young children in Carballedo, who for the first time have public and detailed access to the admission rules, deadlines, and economic conditions of the only municipal child care service for ages 0 to 3. The regulation refers to the tax ordinance for rates and discounts and ends with an annex containing the enrollment contract model and the authorization for the administration of medications.
