Caracena approves the public road occupancy ordinance

The Plenary Session of the Caracena City Council (Soria) initially approved, in an ordinary session held on June 3, 2026, the Municipal Ordinance Regulating the Occupation of Public Roads and the Fee for Special Use of Local Public Domain. The agreement is published in the Official Gazette of the Province of Soria, number 104, dated September 7, 2026 (reference BOPSO-104-07092026-1654), and opens a public information period of thirty business days.
The new municipal regulation is processed under articles 17 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries, and 49 of Law 7/1985, of April 2, regulating the Bases of the Local Regime. Its purpose is to organize the private use or special exploitation of the local public domain and establish the corresponding fee, in a small municipality where the activity of shops and hospitality depends on the use of streets and public spaces.
Period for Allegations
The file is subject to public information for a period of thirty business days, counted from the day following the publication of the announcement in the provincial gazette. During this period, interested parties may examine the documentation at the municipal offices and submit any claims or suggestions they deem appropriate.

Effect of Silence
The ordinance provides that, in the event that no claims are submitted within the indicated period, the provisional agreement shall be understood as definitively adopted without the need for a new plenary agreement. In this way, final approval is conditioned on the absence of allegations during the public exhibition process.
Signature and Processing
The announcement, dated in Caracena on August 31, 2026, is signed by the mayor, Isidro Valverde Hernando. With the entry into force of the ordinance, the municipality will have its own regulatory framework to regulate the occupation of public spaces and the fee for special use of the local public domain, replacing or updating the previous regulation.
The approval of this ordinance represents a significant step for the municipal management of Caracena, as it provides the City Council with a clear instrument to organize the use of public roads and guarantee income from the use of the local domain.
