Jable quarry in Teguise opens for public consultation

The General Directorate of Industry of the Government of the Canary Islands has submitted for public review the Environmental Impact Study and the exploitation project for the utilization of resources under Section A) “Jable” of the Mining Law, together with its Restoration Plan, at the quarry known as “Jablillo”, located in the area known as Hoya de la Plata, in the Jable de Muñique zone, municipality of Teguise (Lanzarote). The announcement, signed on July 30, 2026, by the general director Ana María Zurita Expósito, is published in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) no. 167, of August 20, 2026, and opens a period of thirty days to submit allegations.
The project is promoted by the entity Industriales de Construcción de Lanzarote, S.A., whose application was submitted on June 10, 2026, under article 17 of Law 22/1973, of July 21, on Mining, and is processed under file 35AA00400. As it is included in Annex I (Group 2, Extractive industry, section a) of Law 21/2013, of December 9, on environmental assessment, the project is subject to the ordinary environmental impact assessment procedure, in accordance with article 7.1.a) of said regulation.
An exploitation of 10,351 m² on protected land
The objective of the project is the exploitation of the sand deposited in two cadastral plots totaling a surface area of 10,351 m²:
- 5,160 m² in cadastral plot 35024A025002000000LJ.
- 5,191 m² in cadastral plot 35024A025002010000LE.
The plots are classified in the General Urban Development Plan of Teguise (BOC 5.3.2015) as Rural Land for Mining Protection SRPM-2 Jable (Las Melianas-Muñique), and included in the Insular Planning Plan of Lanzarote (PIOL) under the category b-1.3 Potentially Productive Mining Rural Land: Jable for construction. Furthermore, the quarry is located within the Special Protection Area for Birds (SPA) ES0000040 Northern Islets of Lanzarote and Famara.
Reserves and extraction rate
The technical and environmental documentation submitted evaluates approximate reserves of 31,691 m³, with an annual production of 1,500 m³ for approximately 21 years. The exploitation area is delimited by the current cartography in the electronic office of the General Directorate of the Cadastre for the two aforementioned cadastral plots.
How to consult and submit allegations
During the public information period, the documentation may be consulted on the website of the Government of the Canary Islands (https://www.gobiernodecanarias.org/industria/) and in person at the offices of the Mining Service (Servicio de Minas), in the Multi-Purpose Building III, calle León y Castillo, no. 200, 2nd floor, in Las Palmas de Gran Canaria, Monday to Friday during regular business hours. In application of Decree 224/1993, of July 29, it may also be consulted at the Teguise City Council and the Insular Council of Lanzarote, where interested parties may submit allegations and observations, as well as through any of the means and registries established in Law 39/2015, of October 1, on the Common Administrative Procedure.
The competent environmental body to formulate the Environmental Impact Statement is the General Directorate of Environmental Quality, in accordance with Decree 1/2026, of January 26, while the General Directorate of Industry will resolve the procedure by virtue of Decree 81/2026, of May 4, and will grant, where applicable, the execution authorization in accordance with current mining and environmental regulations.
The opening of this process represents a relevant step for the residents of Teguise and the protected environment of Famara, who have one month to become acquainted with the project and voice their observations regarding an extractive activity that will take place within a SPA (Special Protection Area), in a balance that must weigh the use of jable (calcareous sand) for construction against the conservation of a natural space of high ornithological value.
