Cantabria and Reocín sign the agreement for the indoor pool and gym

The Government of Cantabria and the Reocín City Council have formalized a collaboration agreement for the construction of an indoor swimming pool and a municipal gym in the town of Puente San Miguel, a sports infrastructure that will serve the most populated center of the municipality. The agreement, signed by the Minister of Culture, Tourism and Sport, Luis Venancio Martínez Abad, and the Mayor of Reocín, Pablo Diestro Eguren, is published in the Official Gazette of Cantabria number 164, dated August 26, 2026, by means of the Resolution of August 19, 2026 of the General Secretariat of the Ministry (reference CVE-2026-6681).

The executive agreement develops the framework agreement signed between both administrations on June 16, 2026, and published in the BOC number 119, dated June 23, 2026. The action falls within the sports promotion competencies that the Statute of Autonomy attributes to the Autonomous Community and the municipal competencies regarding sports facilities, and responds to the need to provide sports services to citizens more efficiently.

The project: pool and gym in a single building

The projected action consists of a main building with a constructed area of 2,590.30 m², located on the urban plot with cadastral reference 1512703VP1011S0001TO, in the Puente San Miguel Suelo area (CP 39538). The plot, of approximately 4,240.40 m², is located in a residential area close to schools, institutes, and the railway station, with good connections via the A-8 highway, the N-634 national road, and the CA-133 and CA-353 regional roads.

• On the ground floor: swimming pool basins (main and paddling pool), changing rooms, cafeteria, and reception.
• On the first floor: gym, fitness rooms, changing rooms, and offices.

The basic and execution project, dated November 2025, was drafted by the Civil Engineers Javier Fernández Fernández (Member 37.099) and Fernando Álvarez-Touchard Argüeso (Member 35.015).

Financing and deadlines

The base tender budget for the works amounts to €6,512,433.42 (VAT included). The Government of Cantabria, through the Ministry of Culture, Tourism and Sport, will contribute a maximum of €5,000,000 charged to the budget item 08.06.336A.601.01, while the Reocín City Council will finance the remaining amount to complete the total cost.

• €400,000 in 2026.
• €3,200,000 in 2027.
• €1,400,000 in 2028.

The regional contribution is recorded in the multi-annual expenditure file 2026/011475 and will be paid monthly upon justification through invoices and work certifications. The planned execution period is between 18 and 20 months from the start of the works, which will be tendered and executed by the City Council.

Commitments and monitoring

The City Council of Reocín assumes responsibility for obtaining permits, the bidding and awarding of the works contract, the project management, and the management of the facilities once received. It further commits to designating the equipment for municipal sports use for at least five years, guaranteeing its public use, and registering the facility in the Census of Sports Facilities of the General Directorate of Sport.

For the control of execution, a joint monitoring body is created, composed of the mayor of Reocín and the head of the Ministry of Culture, Tourism and Sport, who will act through the Director General of Sport. The agreement will be effective from its publication in the BOC and will remain in force until the expiration of the framework agreement, with the possibility of extension for up to four additional years.

The commissioning of this infrastructure will provide Reocín with a reference sports facility in the valley, meeting a historical demand from the residents of Puente San Miguel and promoting the sports use of the area by the citizenry.
