Cantabria and Reocín sign agreement for the collection of municipal waste

The Official Gazette of Cantabria publishes this Wednesday, August 26, 2026, the resolution providing for the publication of the agreement between the Administration of the Autonomous Community of Cantabria and the City Council of Reocín for the provision of municipal waste collection and transport services. The agreement, signed in Santander on August 19, responds to the municipality’s inability to handle the service due to a lack of necessary means. The resolution carries the official reference CVE-2026-6657 and appears in section 7.5 (Miscellaneous) of issue number 164 of the gazette.

An agreement supported by waste legislation

The agreement is signed under Law 8/1993, of November 18, on the Urban Waste Management Plan of Cantabria, which declares the selective collection, storage and transport, and final management of urban waste as a public service under regional ownership. The provision is entrusted to MARE (Medio Ambiente, Agua, Residuos y Energía de Cantabria, S.A., M.P.), a public company attached to the Ministry of Development, Housing, Territorial Planning and Environment, which acts as the Administration’s own means.

On behalf of the Government of Cantabria, it is signed by Minister Roberto Media Sainz, authorized by the agreement of the Governing Council on August 6, 2026. On behalf of the City Council, it is signed by the Mayor-President Pablo Diestro Eguren, empowered by the plenary agreement of May 18, 2026. The resolution ordering its publication is signed by the General Secretary of the Ministry, Ana Belén Ruiz San Millán.

Services assumed by the Community

The agreement regulates the so-called “low-level collection,” that is, the collection and transport of municipal waste to transfer plants or final management plants. The included services, detailed in the technical annex, are as follows:

• Collection of the residual fraction and its transport.
• Separate collection of light packaging and paper-cardboard.
• Door-to-door (PAP) collection of paper-cardboard.
• Separate collection of bulky waste.
• Separate collection of bio-waste.
• Treatment of agricultural plastic waste (RPUA).
• Separate collection of textile waste.
• Separate collection of used cooking oil.

The list is illustrative and may be expanded by mutual agreement of the parties. The service also includes awareness and communication campaigns that the Ministry will develop through MARE.

Cost, duration, and monitoring

As consideration, the City Council will pay the public prices set by the Government of Cantabria in accordance with Order FOM/16/2025, of August 5. The total estimated cost of the services amounts to 458,611.45 euros (409,781.04 euros excluding VAT), with the residual fraction as the main item, at 394,046.66 euros.

The agreement will have an initial duration of four years, extendable by unanimous agreement for up to four additional years. For its coordination, a Monitoring Commission is created, composed of three representatives from the Government of Cantabria and three from the City Council of Reocín, which will resolve discrepancies and may propose modifications to the clauses. In the event of a conflict, the parties submit to the contentious-administrative jurisdiction of the High Court of Justice of Cantabria.

Relief for the residents of Reocín

The agreement guarantees the continuity of an essential service for the residents of Reocín, which would otherwise be left without adequate provision. As it is a service under regional ownership, the Community assumes management and the municipality only pays the public prices, with regional solidarity criteria that allow tariffs to be adapted to the situation of each locality. Publication in the official bulletin gives full effect to the agreement, which must be registered in the Regional Electronic Registry of Agreements within fifteen days of its signing.
