Cantabria y Castañeda financian obras de mejora en dos centros educativos

The Government of Cantabria and the Castañeda City Council have signed a collaboration agreement to complete the improvement works in the areas adjacent to the town’s educational centers, CEIP El Haya and IES Santa Cruz. The Ministry of Education, Vocational Training and Universities arranged for its publication in the Official Gazette of Cantabria through the Resolution of October 8, 2026 (CVE-2026-7991), disseminated in BOC number 198, corresponding to Thursday, October 15, 2026.

The text, signed in Santander on October 7, 2026, is published under article 163 of Law 5/2018, of November 22, on the Legal Regime of the Government, the Administration and the Institutional Public Sector of the Autonomous Community of Cantabria. The resolution bears the signature of the Secretary General of Education, Vocational Training and Universities, Marina Rugama Guerrero.

The collaboration is framed within article 25.2.n of Law 7/1985, of April 2, regulating the bases of the Local Regime, in Royal Decree 2274/1993, of December 22, on Cooperation of Local Corporations with the Educational Administration, in article 8 of Organic Law 2/2006, on Education, and in article 13 of the Cantabria Law 6/2008, of December 26, on Education of Cantabria.

Who signs and what is executed

  • For the Government of Cantabria, the Minister of Education, Vocational Training and Universities, Sergio Silva Fernández, appointed by Decree 7/2023, of July 7 and empowered by agreement of the Government Council of August 27, 2026.
  • For the Castañeda City Council, its mayor, Marcos García Carrera, in exercise of the powers of article 21 of Law 7/1985, of April 2.

The purpose of the agreement is the completion of the execution works for the parking area linked to the educational centers, conceived as infrastructure intended for their shared use. The actions are limited to the completion of the work necessary for the effective commissioning of the space, so that its safety, functionality, and suitability for the mobility needs of the educational environment are guaranteed.

The Castañeda City Council is responsible for the contracting of the works, the drafting of the projects, and the performance of the preliminary studies, as well as the direction of the works. Once the work has been awarded, the council must send the ministry a copy of the award agreement stating the contract price.

Financing and execution period

  • Estimated cost of the works: 39,999.33 euros.
  • Contribution from the Government of Cantabria: 31,999.33 euros, charged to budget allocation 09.07.322A.611.07 of the Budgets of the Autonomous Community of Cantabria for 2026.
  • Deadline for completion of the works: November 30, 2026.
  • Validity of the agreement: until December 31, 2026.

The payment of the regional contribution will be made upon justification through the corresponding invoices or other documents accrediting the expenditure. The City Council of Castañeda will assume, charged to its budgets, the additional costs resulting from contract modifications, supplements, or settlements if the works exceed the fixed amount, as well as those corresponding to preliminary studies, projects, and site management. The contribution from the department may in no case exceed the cost of the investments effectively justified and will be reduced proportionally if the final cost is lower than estimated.

Monitoring, conflicts, and termination

Once the works are completed, they will be placed at the disposal of the Department of Education, Vocational Training, and Universities. Any doubts arising from the development of the agreement will be resolved by mutual agreement between the representatives designated by both parties, for which a Joint Commission will be established consisting of four members, with two representatives from each administration. As this is an agreement of an administrative nature, the contentious-administrative jurisdictional order shall be competent to resolve litigious issues.

Causes for termination shall be the mutual agreement of the parties and the breach of what was agreed. If the work has not been completed upon the termination of the agreement, a settlement will be carried out to proceed with the payment of the part effectively executed.

The agreement unlocks the commissioning of a parking lot shared by CEIP El Haya and IES Santa Cruz, an infrastructure that directly impacts the security and daily mobility of the families and students of Castañeda. The regional contribution covers 80% of the estimated cost, while the city council assumes the contracting, site management, and any budget deviation.
