Cantabria distributes 650,000 euros among 17 town councils for beach rescue services

The Ministry of Presidency, Justice, Security and Administrative Simplification of the Government of Cantabria has resolved the 2026 subsidies destined for city councils for surveillance, rescue, and salvage on the community’s beaches. The resolution, dated September 10, 2026, and signed by the Minister M.ª Isabel Urrutia de los Mozos, grants a total of 650,000 euros to 17 coastal municipalities. The agreement is published in the Official Gazette of Cantabria (BOC) number 179, dated September 17, 2026, with the official reference CVE-2026-7206.

Regulatory Framework and Processing

The call for applications derives from Order PRE/17/2026, of February 18, published in BOC number 38, dated February 25, 2026, which articulates the aid for the 2026 financial year. The regulatory bases are those established by Order PRE/12/2024, of February 23 (BOC of March 4, 2024, number 45).

The proposal originated from the General Directorate of Security and Citizen Protection, following the minutes and report of the Evaluation Committee dated June 26, 2026. The grant is supported by article 9.1 of the Cantabria Law 10/2006, which grants ministers the competence to award subsidies derived from public calls, and article 35.4 of the same regulation. The expenditure, amounting to 650,000 euros, is charged to the budgetary application 02.04.134M.461 of the General Budget Law of the Autonomous Community of Cantabria for 2026.

Distribution by Municipality

The 17 beneficiary city councils and the amounts granted, along with the points obtained in the evaluation, are:

• Santander City Council: 81,250.00 euros (55.0 points).
• Ribamontán al Mar City Council: 68,693.18 euros (46.5 points).
• Laredo City Council: 59,090.91 euros (40.0 points).
• San Vicente de la Barquera City Council: 57,613.64 euros (39.0 points).
• Castro-Urdiales City Council: 56,875.00 euros (38.5 points).
• Noja City Council: 50,965.91 euros (34.5 points).
• Piélagos City Council: 49,488.64 euros (33.5 points).
• Arnuero City Council: 45,795.45 euros (31.0 points).
• Suances City Council: 35,454.55 euros (24.0 points).
• Santoña City Council: 33,977.27 euros (23.0 points).
• Comillas City Council: 25,852.27 euros (17.5 points).
• Miengo City Council: 18,465.91 euros (12.5 points).
• Valdáliga City Council: 16,988.64 euros (11.5 points).
• Santa Cruz de Bezana City Council: 14,772.73 euros (10.0 points).
• Bareyo City Council: 12,556.82 euros (8.5 points).
• Alfoz de Lloredo City Council: 11,079.54 euros (7.5 points).
• Camargo City Council: 11,079.54 euros (7.5 points).

The requests from the city councils totaled 3,778,997.69 euros, well above the available credit; therefore, the resolution applies the granting criteria of Article 2 of the call for applications and distributes the full amount of the budget allocation.

Justification and appeal process

The justification for compliance with the imposed conditions and the achievement of the objectives shall be carried out in accordance with Article 8.1 of Order PRE/162/2024, of December 26, and Article 31 of Law 10/2006, of July 17, on Subsidies of Cantabria.

The resolution exhausts the administrative route. An optional appeal for reversal may be filed before the Councilor for Presidency, Justice, Security, and Administrative Simplification within one month from the day following the notification, or it may be challenged directly before the contentious-administrative jurisdictional order within two months.

Impact for bathers

The grants finance the surveillance, rescue, and salvage services that city councils deploy on their beaches during the bathing season, such that the distribution directly affects the provision of lifeguards and resources on the most crowded beaches. The resolution closes the 2026 call with the budget exhausted and leaves in the hands of the city councils the subsequent justification of expenditure before the General Directorate of Security and Citizen Protection and the General Comptroller.
