Cantabria distributes 60,000 euros in grants to promote cycling in 25 educational centers

The Regional Ministry of Development, Housing, Territorial Planning and Environment has published the provisional resolution proposal for the 2026 call of the +BICEPS program, which distributes 60,000 euros among 25 non-university educational centers to promote the use of bicycles. The document, signed by the Director General of Urban Planning and Territorial Planning, Víctor Manuel Gil Elizalde, is published in the Official Gazette of Cantabria number 176, dated September 11, 2026, with reference CVE-2026-7085.

The +BICEPS program is regulated by Order FOM/17/2025, of October 8, which modifies Order OBR/2/2022, of August 8, 2022, establishing the regulatory bases for these grants. The call was approved by Resolution of June 10, 2026, by the Regional Minister of Development, an extract of which was published in the BOC number 113, of June 15, 2026. 40 applications were submitted for the call, all within the deadline.

A program divided into two groups

The available credit, 60,000 euros, is divided equally between two groups, in accordance with Article 5 of the regulatory order. Each project can receive up to 2,500 euros.

• Group A: centers with Early Childhood, Primary, and Special Regime Education.
• Group B: centers for Compulsory Secondary Education, Baccalaureate, and Vocational Training.

The Evaluation Commission, established on September 1, 2026, issued its reasoned report after analyzing the submitted documentation. The beneficiary centers are listed by score in Annex I of the proposal.

The beneficiary centers

In Group A, 12 centers are beneficiaries, including CEIP Casimiro Sainz (90.5 points), CEIP Mies de Vega, CEIP Gerardo Diego de Los Corrales de Buelna, CEIP Ramón Pelayo, CEIP Peregrino Avendaño, CEIP Besaya, CEIP La Inmaculada, CEIP Marzán, CEIP Portus Blendium, CEIP Nuestra Señora de Latas, CEIP Marquesa de Viluma, and CEIP Pablo Picasso.

In Group B, 13 centers are beneficiaries, led by Colegio El Salvador (95.25 points), followed by IES Santa Cruz de Castañeda, IES Zapatón, IES Lope de Vega, IES Montesclaros, IES La Granja, IES Bernardino Escalante, IES Muriedas, IES Valle de Camargo, IES Foramontanos, IES San Miguel de Meruelo, IES Valle del Saja, and CE Castroverde Feag.

Exclusions and lack of available credit

CEIP Dobra is excluded from the call for failing to rectify the required documentation within the deadline, despite being requested via an official letter from the Directorate General of Urban Planning and Territorial Planning. The remaining centers that were asked for additional documentation rectified the deficiencies.

Another 14 centers are not beneficiaries due to the prior exhaustion of available credit, including IES Leonardo Torres Quevedo, IES Valentín Turienzo, IES Las Llamas, IES Villajunco, IES Estelas de Cantabria, IES Fuente Fresnedo, IES Miguel Herrero Pereda, Colegio San José (Fundación Educere), IES José Hierro, IES La Albericia, Colegio Purísima Concepción, IES Ricardo Bernardo, IES María Telo, and IES Jesús de Monasterio.

Deadlines and appeals

The provisional resolution proposal is subject to a period of ten business days from the day following its publication in the BOC so that interested centers may submit appeals. CE Castroverde Feag, for which a grant lower than requested is proposed due to the exhaustion of credit, may withdraw its request in writing within the same period or cover the difference with its own means.

All beneficiary centers are up to date with payments to the AEAT, the General Treasury of the Social Security, and the Administration of Cantabria. The final resolution will determine the eligible expenditure based on the amount of the activity actually carried out.

This call consolidates the promotion of sustainable mobility in Cantabria’s educational centers, allowing schools and institutes throughout the region to finance projects that bring bicycles closer to the school community. For the beneficiary centers, it represents direct financial support for their initiatives, while those that were excluded may apply for future editions of the program.
