Cantabria publishes the final lists for the Higher Technical Legal Body

The Ministry of Presidency, Justice, Security and Administrative Simplification of the Government of Cantabria has approved the final list of applicants admitted and excluded from the selective process for entry via open competition, through opposition, into the Higher Technical Body, Legal branch, of the regional administration. The resolution, published in the extraordinary Official Gazette of Cantabria number 17, dated September 23, 2026, with reference CVE-2026-7438, also appoints the Qualifying Board and announces the date and location of the first eliminatory exercise.

The process derives from the call approved by Order PRE/58/2026, of June 2, published in the Official Gazette of Cantabria number 110, of June 10. The resolution now published ends the period for appeals opened against the provisional list of admitted and excluded applicants, and exhausts the administrative route.

The document, signed in Santander on September 21, 2026, by the Director General of Public Service, Isabel Barragán Bohigas, by delegation of the regional minister (Resolution of December 18, 2018), is structured into three annexes and occupies pages 3776 to 3781 of the gazette.

Final figures of the process

The resolution approves the final lists with the following distribution:

• Annex I: 85 applicants admitted via open competition, headed by Natalia Aduc Aduc and closed by Omayma Yahyaoui Boudiabe.
• Annex II: 5 applicants admitted under base 4 of the call, including Keisy Madeleine Cajaleón Herrera and Lola González-Pinto Rodríguez.
• Annex III: 2 applicants definitively excluded.

The two definitive exclusions are due to objective causes: Diego García Carrancio, for failing to prove large family status, and Alida Sotres de Prado, for failing to pay the fees. In total, 90 applicants will take the tests.

Composition of the Qualifying Board

The selection body is configured with the following members:

• Presidency: Marcos José de la Mora Madariaga, with Francisco Javier Peña Zavala as substitute.
• Full members: Noelia García Martínez, Anjara Fernández Mollinedo, Pablo Antonio Ortiz Lorenzo, Laura Thomas García and Jesús Moreno Abián.
• Substitute members: Cristina Losada Velón, Bianca Abascal Andrés, Elena Flecha Marco, Ángel Rioz Crespo and María Ainhoa Espejo Azarola.
• Secretariat: Ana María Gandarillas López-Pasarín, with Miguel Ángel Mateo Lascorz as substitute.

First exercise: October 9 at the Faculty of Law

The first eliminatory exercise will be held on October 9, 2026, at 4:15 p.m. in the building of the Faculty of Law of the University of Cantabria, located at Avenida de los Castros s/n, Santander. The roll call will take place at 4:00 p.m., and applicants must bring a valid National Identity Document.

The classroom distribution is as follows:

• Classroom 2, level minus two floor: all applicants from base 4 and those from the open call between Natalia Aduc Aduc and Alicia Lozano Merino.
• Classroom 3, level minus two floor: from María José Marcos González to Omayma Yahyaoui Boudiabe.

An administrative appeal may be filed against this resolution before the Administrative Chamber of the High Court of Justice of Cantabria within two months from the day following its publication, or optionally, a request for reconsideration may be filed before the same body within one month.

The publication of the final lists closes the admission phase and starts the countdown for candidates for legal positions in the Cantabrian Administration, who will have slightly more than two weeks to prepare for a first exercise that will determine their continuity in the process. The resolution will also be added to the public employment website of the Government of Cantabria.
