Cantabria nombra once técnicos de función administrativa como personal estatutario fijo

The Ministry of Health of the Government of Cantabria has resolved the appointment of eleven people as Permanent Statutory Personnel in the category of Technical Group of the Administrative Function of Health Institutions, with the allocation of the offered positions and definitive destination. The resolution, signed by Minister César Pascual Fernández in Santander on October 20, 2026, is published in the Official Gazette of Cantabria number 207, corresponding to Wednesday, October 28, 2026, within section 2.1 of Authorities and Personnel, with official reference CVE-2026-8344.

The process derives from Order SAL/54/2023, of December 26, which called for the selective tests for access, through the competitive examination system, to positions of this statutory category in the Autonomous Community of Cantabria. The resolution is issued following the proposal submitted by the Management Directorate of the Cantabrian Health Service and in accordance with the provisions of Base 9 of the call, which regulates both the appointment and the taking of office.

The regulation further clarifies two limits: those who already held the status of permanent statutory personnel in the same category and specialty for which they are applying may not take office, as they fail to meet the participation requirement of Base 2, and the allocated destination shall be definitive.

Eleven appointments between internal promotion and open access

The annex of the resolution lists the selected candidates according to the order of precedence of the process. The first six correspond to the internal promotion track and the remaining five to the open access track:

  • María Gregoria Sáenz Del Río (position 1)
  • Ángel Donato Mamolar Yusta (2)
  • María José Pastor Del Rey (3)
  • Juan Ignacio Fresnedo Torre (4)
  • María José Gómez Revuelta (5)
  • M. Ángeles Acereda García (6)
  • Susana Gómez-Ullate Rasines (7)
  • Carmelo Sainz De La Fuente (8)
  • Lidia María Peinador López (9)
  • Héctor Martín Bergua (10)
  • Álvaro Aguirre Perales (11)

The document reproduces the surnames and names along with the DNI in a partially protected format, such that only the last four digits of each identification document are published.

Ten destinations in Valdecilla and one in Primary Care

Ten of the eleven allocated positions are assigned to the Specialized Care Management Area I: Marqués de Valdecilla University Hospital, with the destination locality of Santander. These correspond to positions 1 to 10 of the annex.

The eleventh position, allocated to Álvaro Aguirre Perales, is assigned to the Primary Care Management, with center reference 0601006701A and locality Santander. The annex itself specifies that, in these cases, the locality corresponds to that of the main center of the Health Zone or, where applicable, to the location of the Primary Care Management.

One month to take office and two avenues for appeal

The deadlines and conditions established by the resolution are as follows:

  • The taking of office must take place at the Management Directorate to which the awarded position is assigned.
  • The deadline is one month starting from the day following the publication in the Official Gazette of Cantabria.
  • Anyone who does not take office within the deadline will lose the rights derived from the selection process, except in cases of force majeure or impossibility communicated and assessed by a reasoned resolution from the head of the Department of Health.
  • An optional appeal for reversal may be filed before the Minister of Health within one month.
  • A contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of Cantabria within two months.

The resolution serves as notification to the interested parties, in accordance with Article 45 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The closing of this call consolidates eleven structural positions within the Cantabrian health administration and makes permanent the assignments of a technical group that performs administrative support functions in the management of health centers. For the candidates who have passed the process, the publication marks the starting point of the one-month period to join their destination; for the rest, it marks the moment from which they can evaluate the avenue of appeal they deem appropriate.
