Cantabria allocates 15.85 million to training for the unemployed until 2028

The Cantabrian Employment Service has opened the 2026 call for grants for the development of training actions aimed at unemployed workers, with a maximum amount of 15,850,000.00 euros. The call is approved by Order IND/48/2026, of September 21, signed by the Councilor for Industry, Employment, Innovation, and Trade, Eduardo C. Arasti Barca, and published in the Official Gazette of Cantabria no. 185, of September 25, 2026. A multi-year call of 15.85 million

The grants are awarded on a competitive basis and are multi-year in nature, charged to the multi-year credit file 2026/SCE/11 (2026/266), authorized by the Governing Council on July 30, 2026. The distribution by year is as follows:

• Fiscal year 2026 (application 13.00.241A.485.12): 3,962,500.00 euros.
• Fiscal year 2027: 5,547,500.00 euros.
• Fiscal year 2028: 6,340,000.00 euros.

The regulatory bases are those of Order EFP/942/2022, of September 23, and the funding comes from the vocational training quota transferred by the Ministry of Education and Vocational Training, together with regional employment funds from the Government of Cantabria. At least 95% of the credit is reserved for priority training actions, with a specific amount of 12,424,688.10 euros for the specialties in Annex I.

Who can apply and within what timeframe

Beneficiaries may be training entities registered or authorized to provide professional certificates and specialties not leading to a certificate, in face-to-face or virtual modality, provided they have infrastructure in Cantabria. Each entity identified by its census number may only submit one application, with a maximum of twelve training actions if they are priority and five if they are not.

• Application period: ten business days from the day following the publication of the extract in the Official Gazette of Cantabria.
• Processing: electronic, through the GESFOR application, with a digital certificate of the legal representative.
• Resolution: the responsibility of the Directorate of the Cantabrian Employment Service, with a maximum period of three months per application due to the processing of urgency.
• Publicity: the call is listed in the National Grants Database with the identifier 930247.

Recipients, modalities, and execution calendar

The actions are aimed at unemployed persons registered as job and service seekers with the Servicio Cántabro de Empleo (Cantabrian Employment Service), who will have priority over those who are employed; the latter may participate up to a limit of 30% of the students in each action. Priority groups include victims of gender-based or sexual violence, people with disabilities, the long-term unemployed, those over 45 and 50 years of age, low-skilled individuals, young people under 30, and recipients of the basic social income.

Training will generally be delivered in person, in groups of fifteen participants, and only certain certificates from Annex IV may be taken in a virtual modality. The call is organized into seven territorial areas: Santander, Torrelavega, Camargo, Colindres, Castro Urdiales, Reinosa, and San Vicente de la Barquera. The actions must have started no later than November 15, 2027, and finished before July 31, 2028. Payment is split into a 25% advance upon granting, an additional 35% upon accreditation of the start, and the remaining 40% after justification.

The order takes effect the day following the publication of its summary in the Boletín Oficial de Cantabria, therefore the application period begins immediately. The call mobilizes the largest volume of training funds for the unemployed of the current fiscal year in Cantabria and conditions the programming of courses throughout the autonomous territory for the next two years.
