Cantabria announces 695,000 euros in grants for NGODs for humanitarian action

The Government of Cantabria has announced grants on a competitive basis to finance humanitarian action projects and the promotion and defense of human rights during 2026, with a maximum global allocation of 695,000 euros. The call is approved by the Resolution of September 22, 2026, of the Department of Social Inclusion, Youth, Families and Equality and is published in the Official Gazette of Cantabria (BOC) No. 186, of September 28, 2026, with the official reference CVE-2026-7468 and its summary under CVE-2026-7470.

Regulatory framework and competent body

The call is governed by Order ECD/76/2016, of July 1, regarding the regulatory bases for grants in the field of international development cooperation, modified by Order ISO/07/2026, of June 21, and by Order ISO/13/2026, of September 1. Management is the responsibility of the General Directorate of Youth, Development Cooperation and Volunteering, under the Department of Social Inclusion, Youth, Families and Equality, and the final resolution is the responsibility of the counselor Begoña Gómez del Río.

The text aligns with the III Master Plan for Development Cooperation of Cantabria and with the Sustainable Development Goals, and incorporates the triple nexus approach, community resilience, and direct cash transfers. Amounts, requirements and limits

The credit is charged to the budgetary application 07.08.144A.781.09 of the General Budgets of Cantabria for 2026. The economic limits are:

• Maximum global amount of the call: 695,000 euros.
• Maximum amount per application: 56,000 euros.
• Total project cost: may not exceed 70,000 euros.
• Maximum execution period: 12 months.
• Minimum score to obtain aid: 50 points.
• Indirect costs: up to 12% of the subsidized amount.
• Headquarters staff in Cantabria: up to 10% of the total budget.
• Subcontracting: maximum of 50% of the amount of the subsidized activity.

Beneficiaries may include NGODs registered in the Registry of Non-Governmental Development Organizations of Cantabria (regulated by Decree 85/2008, of September 4), other non-profit legal entities with a registered office or permanent delegation in Cantabria, and groups of natural or legal persons. Entities applying for the first time must prove at least three cooperation projects executed in the previous ten years.

Project typologies and processing

Projects must fit into one of the following planned typologies: disaster prevention and mitigation; peaceful transformation of conflicts; protection and defense of human rights; assistance to victims of humanitarian crises; promotion of civil society; monitoring of respect for human rights; rights of women, children, and vulnerable groups, and prevention of violent conflicts linked to natural resources. The European Commission gender-age-diversity marker and the incorporation of gender and age analysis will be required.

Applications shall be submitted electronically via the General Electronic Registry of the electronic headquarters of the Government of Cantabria, using the official form (Annex I), electronically signed by the legal representative. Each entity may submit a maximum of two applications, which must be independent projects with distinct objectives. The deadline is twenty business days starting from the day following the publication of the summary in the BOC. The evaluation procedure is managed by an Evaluation Committee chaired by the head of the General Directorate, and the maximum period for resolution is six months from the end of the application period. Payment will be made as a single advance without guarantees.

Impact for entities

The call opens a relevant funding channel for the network of NGDOs established in Cantabria, which may co-finance humanitarian action and human rights interventions in priority countries of the III Master Plan or in crisis zones. The limit of 56,000 euros per project and the requirement of 50 points compel entities to present solid and well-justified technical proposals to ensure access to the available credit.
