Cantabria grants Carlos Osoro the title of Favorite Son

The Government Council of Cantabria has granted the title of Favorite Son of Cantabria to Carlos Osoro Sierra, Archbishop Emeritus of Madrid and Cardinal, by means of Decree 63/2026, of September 10, published in the Official Gazette of Cantabria no. 180, of September 18, 2026, with the official reference CVE-2026-7221. The distinction, the highest granted by the autonomous community, was approved upon the proposal of the President of the Government of Cantabria, María José Sáenz de Buruaga Gómez, and takes effect from the day of its publication in the gazette.

The award is based on Law 2/1987, of March 6, on Honors, Decorations, and Distinctions of the Autonomous Community of Cantabria, whose Article 6 reserves the title of Favorite Son for persons born in the territory of the community who have distinguished themselves through relevant merits, especially for their cultural, scientific, social, political, or economic work or actions for the benefit of Cantabria. The text recalls that this figure constitutes the highest regional distinction.

A file initiated in April 2026

The procedure began on April 14, 2026, when the President of Cantabria issued a resolution agreeing to initiate the file for the granting of the title to Carlos Osoro Sierra, in consideration of the work carried out throughout his life in his ecclesiastical and pastoral trajectory, his teaching work, and his social dimension.

During the processing, the report of April 20, 2026, from the case instructor was incorporated, which concluded that his outstanding personal and professional trajectory, his direct contribution to social welfare—especially in areas of special vulnerability—, his constant link with Cantabria, and the broad institutional and social support for his candidacy make him deserving of the recognition.

Ecclesiastical trajectory and social dimension

The decree emphasizes that the honoree’s ecclesiastical career culminated with the Archbishopric of Madrid and the Cardinalate, and highlights his pastoral, social, and human work, maintaining a constant bond with his land of origin throughout his entire life.

The official text describes a figure of marked social dimension, characterized by his closeness to people in situations of vulnerability, his commitment to social cohesion and human dignity, and his ability to generate initiatives with real impact. Among these, it explicitly cites:

• The implementation and development of Proyecto Hombre Cantabria.
• Support for the Casa de los Muchachos in Torrelavega.
• Support for AMICA.

Institutional and social support for the candidacy

The file lists the entities that promoted or adhered to the recognition initiative, led by the Cantabrian Society of Writers as the promoter:

• Messengers of Peace, Friends of Torrelavega Association and Torrelavega Choral Society.
• Proyecto Hombre-Cescan Foundation and Medical Collegiate Organization of Spain.
• Ateneo de Santander and Diocesan Caritas of Santander.
• Amigó Foundation and Congregation of Tertiary Capuchin Religious.
• Amica, Rotary Club of Torrelavega and “Ramiro Bustamante” Seniors Center.

Entry in the Book of Honor

The decree consists of three operative sections. The first names Carlos Osoro Sierra as Favorite Son of Cantabria. The second orders the entry of the data relating to the distinction granted in the Book of Honor of Cantabria, in accordance with article 17 of the Cantabria Law 2/1987. The third establishes that the decree shall take effect from the day of its publication in the Official Gazette of Cantabria.

The document appears signed in Santander on September 10, 2026, by the President of the Government, María José Sáenz de Buruaga Gómez, and by the Councilor for Economy, Finance, Regional Funding and European Funds, Luis Ángel Agüeros Sánchez, acting on behalf of the Councilor for Presidency, Justice, Security and Administrative Simplification in accordance with Decree 133/2023, of August 10.

The distinction places Carlos Osoro Sierra at the highest level of the Cantabrian honorary system and closes a file with unusual institutional and civic support, encompassing city councils, social entities, professional associations and cultural associations from across the community. The recognition is recorded in the Book of Honor of Cantabria, effective from the official publication on September 18, 2026.
