Por FactBox Admin

Cantabria asume la recogida de residuos de Corvera de Toranzo

The Government of Cantabria will assume the provision of the public service for the collection and transport of municipal waste for the City Council of Corvera de Toranzo over the next four years. The General Secretariat of the Ministry of Development, Housing, Territorial Planning and Environment arranges the publication of the agreement in the Official Gazette of Cantabria (BOC) no. 193, dated October 7, 2026, with the official reference CVE-2026-7648. The agreement is formalized because the municipality does not have the means to provide the service on its own.

The resolution is dated Santander, September 28, 2026, and is signed by the general secretary Ana Belén Ruiz San Millán. The agreement is signed by the regional minister Roberto Media Sainz, representing the Government of Cantabria, and the mayor Mónica Quevedo Aguado, for the City Council of Corvera de Toranzo, authorized for the signature by the Plenary of November 27, 2025. The regional signature had the prior authorization of the Governing Council through an agreement dated September 3, 2026.

The text is based on Law 8/1993, of November 18, on the Urban Waste Management Plan of Cantabria, which declares the storage in transfer centers, transport from them, and final management of urban waste as a public service under regional ownership. The municipality acknowledges in the file that it “cannot take charge of the provision of urban waste collection and transport services due to a lack of the necessary means,” and requested the assistance of the Government of Cantabria under article 6.2 of that law. The provision will be executed through the public company Medio Ambiente, Agua, Residuos y Energía de Cantabria, S.A., M.P. (MARE), a personified internal resource of the regional Administration.

Services adhering to the agreement

The City Council of Corvera de Toranzo adheres to the following collection and transport modalities, according to Annex I of the agreement:

  • Collection of the residual fraction and its transport to a transfer or final management plant.
  • Separate collection of light packaging and paper/cardboard.
  • Separate collection of bulky waste.
  • Separate collection of bio-waste.
  • Separate collection of agricultural plastics (RPUA).
  • Separate collection of textile waste.
  • Separate collection of used cooking oil.

The residual fraction service will attend to 151 collection points in the municipality, with 26,790 planned sidewalk container emptyings, while the collection of light packaging and paper/cardboard is organized across 20 points.

Cost of the service

The economic estimation included in Annex I yields the following figures:

  • Residual fraction: 137,885.45 euros excluding VAT (151,674.00 euros including VAT), at 5.1469 euros per emptying.
  • Bio-waste: 4,775.78 euros excluding VAT (6,639.56 euros including VAT), with 1,307 emptyings.
  • Agricultural plastics: 3,616.61 euros excluding VAT (3,978.27 euros including VAT).
  • Light packaging and paper/cardboard: 776.00 euros including VAT.
  • Bulky waste: 210.07 euros including VAT.
  • Textiles and used cooking oil: no cost.
  • Total: 146,277.84 euros excluding VAT and 163,277.90 euros including VAT.

The City Council will pay the corresponding public price set by the Government of Cantabria, in accordance with Decree 86/2013, of December 26, and Order FOM/16/2025, of August 5, which sets the amounts of the public prices for the domestic waste collection and transport service.

Validity, control and termination

The agreement will become effective once published in the Official Gazette of Cantabria and must be registered in the Autonomous Electronic Registry of Agreements within fifteen days of its signing. Its initial duration is four years, extendable by unanimous agreement for a maximum of four additional years.

For monitoring purposes, a Monitoring Commission is established, consisting of three representatives from the Government of Cantabria, appointed from the personnel of the General Directorate of Environment and Climate Change or MARE, and three representatives from the City Council of Corvera de Toranzo. The agreement may be terminated upon the expiration of the term without extension, by unanimous agreement of the signatories, or due to breach of the assumed obligations, with a prior notice of one month; the parties submit to the Administrative Litigation Chamber of the High Court of Justice of Cantabria.

The agreement guarantees the continuity of street cleaning and door-to-door collection in Corvera de Toranzo without the council having to provide its own means, and sets in writing the frequencies, the containers, and the cost that residents will assume through the public price. Publication in the BOC provides validity and publicity to the commitment, which follows the collaboration agreement signed on March 27, 2025, between the Administration of the Autonomous Community of Cantabria and the Federation of Municipalities of Cantabria to organize these services.
